Description
NASA/GRC has a requirement for 1.) FM Demodulator ? Tyco Thermal Controls ? TVI-FE447CDT Must be compatible with existing Tyco Thermal Controls Self-Compensating Oscillator (TVI-FE477OSC). Must be compatible with existing Tyco Thermal Controls Demodulator Rack (TVI-FE448RA). Must provide analog outputs for blade pulse signal, RMS signal, staircase signal, timing pulse signal, F-V carrier frequency monitor. Signal outputs to be within the range of -10 to +10 V. Must have front panel BNC monitors for carrier and Blade Pulse signal. Must have selectable staircase or RMS LCD display. 2.) Self-Compensating Oscillator ? Tyco Thermal Controls ? TVI-FE477OSC Must be compatible with existing Tyco Thermal Controls tip clearance probes (TVTND-AD0130 and TVTND-AD0106). Must be compatible with existing Tyco Thermal Controls FM Demodulators (TVI-FE447CDT). Oscillator with microprocessor based frequency measurement and control system to maintain the carrier frequency at the user selectable frequency. Allow for change in probes and/or cables and maintain the proper, constant carrier frequency. Changeable firmware for future upgrades 3.)4 Channel Oscillator Enclosure ? Tyco Thermal Controls ? TVI-FE486CFM4 Engine mountable enclosure for housing (4) of item #2. Must be compatible with existing Tyco Thermal Controls Self-Compensating Oscillators (TVI-FE477OSC). Must have cooling air inlet and type K thermocouple connector to monitor the ambient operating temperature. 4.) Demodulator Rack ? Tyco Thermal Controls ? TVI-FE448RA Provide 19 inch, 3U high, rack mount housing of (8) of item #1. Must be compatible with existing Tyco Thermal Controls FM Demodulator (TVI-FE447CDT). Must provide bnc analog outputs for blade pulse signal, RMS signal, staircase signal, timing pulse signal and F-V carrier frequency monitor. Must have rear panel BNC input for signal from Oscillator. Must provide power for FM demodulators and oscillators. Must accept 120 Vac, 60 hz power input 5.) Mains switch and Indicator Module ? Tyco Thermal Controls ? TVI-FE440MS Provide power switch and power indicator light for item #4. Must be compatible with existing Tyco Thermal Controls Demodulator Racks (TVI-FE448RA). 6.) Blank Front Panel ? Tyco Thermal Controls ? TVI-FEMB5 Blank Panel to take up unused positions in Item #4. Must be compatible with existing Tyco Thermal Controls Demodulator Racks (TVI-FE448RA). 7.) Capacitive Probe - Tyco Thermal Controls - TVTND-AD0130 The probe shall fit existing probe holders with a M10x1.25 thread. The probe shall have a stainless steel body. Vendor shall furnish a drawing for any probes quoted which are not the specific make and model specified so NASA GRC engineer can verify compatibility with probe holder and applications. The probe shall be compatible without modification with existing Tyco Thermal Controls Self-Compensating Oscillators (TVI-FE477OSC). The probe shall have a 3.5mm diameter triaxial Mineral Insulated (MI) cable with a miniature (00 series) Lemo connector (6.4mm OD). The probe itself must be of triaxial construction. The probe and connected MI cable shall capable of use in applications up to 800 degree F. The MI cable must be able of keeping the lower temperature extension cable (Item #2) about 24? away from the probe. 8.) Extension Cable ? Tyco Thermal Controls ? TVI-FLEX5 5m Flexible Triax Extension Cable for connection of Item #1 to existing Tyco Thermal Controls Self-Compensating Oscillators (TVI-FE477OSC). Must be compatible with both Item #1 and the TVI-FE477OSC without modification. Must be able to operate at up to 392?F. NASA/GRC intends to purchase the items from TYCO THERMAL CONTROLS for the following reasons: 1.) The items on this order will be used as an extension to existing systems of hardware and software which are already in place. 2.) This hardware must connect to and be compatible with existing probes. 3.) The hardware must interface with and be compatible with an extensive existing data collection system. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 10, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
