Description

This is a requirement for Overhaul/Upgrade of the T703-AD-700A Electronic Control Unit for the OH-58D aircraft. No surplus parts shall be used or applied. OUTPUT NSN: 2995-01-363-8091, OUTPUT P/N: 23056870, INPUT NSN: 2995-01-363-8091, INPUT P/N: 230 56870, INPUT NSN: 2995-01-333-3652, INPUT P/N: 23054294, INPUT NSN: 2995-01-363-8092, INPUT P/N: 23056876. The contractor shall furnish all depot level labor, facilities, tools, test equipment, bench-stock, and consumable material required for the Overhaul and Configuration Upgrade. Contractor furnished parts shall be approved by AMCOM. The proposed contractual action will be a Five year, Firm Fixed Price, Indefinite Delivery Indefinite Quantity (IDIQ) type contract, with a Min/Max quantity of 15/250 each. The 20% Foreign Military Sales (FMS) requirement of 50 each has been included in the Max Quantity. Required Delivery is 90 Days after Contract Award for Product Verification Audit (PVA), 120 Days at a rate of 5 per month for overhauled assets. Maintenance and Overhaul shall be in accordance with the manufacturers blueprint(s)/production drawing(s) and specifications. Authority cited is 10 U.S.C. 2304(c) (1) FAR 6.302-1. FAR Part 12 will be used for this requirement. Only one responsible source and no other supplies or services will satisfy agency requirement. This item has not been identified as a Critical Safety Item (CSI). Technical data is not currently available to support a competitive solicitation. The applicable drawings for this item and the technic al data are not available due to their proprietary status. The only known source(s) of overhaul and upgrade data for the Electronic Control Units (ECU), P/N: 23056870 is the Original Equipment Manufacture (OEM), Honeywell International Inc, DBA Defense Spa ce, Tempe, AZ (CAGE 02LU7). Honeywell International Inc has the technical data, tools and test equipment, and previous overhaul and upgrade experience to repair this item. The ECU is critical to safe operation of the aircraft and as such, requires extremel y close overhaul and upgrade tolerances and quality assurance provisions. Firms are encouraged to seek source approval in order to compete for this or future solicitations by submitting documentation in accordance with the Competition Advocates Shopping L ist (CASL) procedures.
