- USCG Integrated Support Command Boston intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items. Complete solicitation document including all requirements, specifications, clauses, and references should be available for downloading from www.fbo.gov on or about 12 July 2006. Solicitation and award are unrestricted. A. GENERAL. Supply all labor, equipment, material and transportation necessary to provide a ?jack up? barge for on scene construction at Lubec Channel Light, Quoddy Narrows Lubec ME. B. This section blank. C. . TRANSPORTATION: Contractor to provide own transportation to and from the light station. D. MINIMUM BARGE BERTHING REQUIREMENTS: Barge shall be equipped with adequate berthing facilities for four USCG personnel for the duration of the contract. Barge shall be equipped with galley and shower/head facilities for use of USCG personnel. E. MINIMUM CRANE CAPACITY: Barge shall have a deck crane capable of picking a load of 10 tons at a height approximately 50? above the deck. E. SANITATION AND UTILITIES: There are no sanitation facilities or utility services at the light station. The barge shall be self-sufficient. Coordinate with COTR to be named later, if refueling, watering, and sewage pumping will require a break in the on scene time. F. CONSTRUCTION SCHEDULE: Proposed construction schedule is to work 11 days straight, take 4 days off, and then to complete the remaining work in one uninterrupted stretch (10 additional days estimated). Tentative start of construction is July 31st. However, start date is subject to change and may be delayed up to four weeks. G. COST PROPOSAL: Provide cost proposal for base schedule as stated in paragraph F (11 days on, 4 days off, 10 days on). Provide in the proposal the cost per day of any additional day on scene required if the project takes longer than estimated. Provide a credit per day if the project is finished earlier than estimated. H. SUBMITTAL AND GOVERNMENT APPROVALS: Prior to receiving award, the contractor shall submit a complete description of the barge to be used including information on deck cranes, berthing capacity, and on scene duration capabilities for Government review and approval.
