- The Corps of Engineers (COE)Transatlantic Programs Center (TAC) intends to solicit proposals from contractors capable of performing a turnkey furniture, furnishings, and equipment (FFE) project at Al Udeid Air Base in the State of Qatar. The COE con templates award of a single contract requiring the contractor to manufacture or acquire the FFE, prepare the items for shipment, deliver it to the site, and install all FFE. The FFE turnkey requirement will be presented in the RFP as two packages. Package 1 Standard Office Suite is the FFE for the flight line area facilities. Package 2 Upgrade Office Suite is the FFE for the command and operations facilities. The FFE will be installed in 22 separate facilities at Al Udeid. The facilities include, but ar e not limited to, aircraft support services facility, cargo movement facility, aircraft maintenance facility, aero medical facility, air passenger facility, communications maintenance facility, vehicle maintenance facility, armory, warehouse facility, mor tuary facility, operations center, administration facilities. The facilities are expected to become available for FFE installation during July 2006. The FFE installation for all facilities must be completed by December 2007. Contractors will be required to acquire the FFE considering the lead times for facilities becoming available, prepare items for shipment, deliver to a port where inspection will occur, transport to Qatar, arrange for customs clearance, warehouse items if necessary, install, and provi de support services for its crew in Qatar. The contractor will be responsible for, among other things, the repair or replacement of items damaged in transit or during installation. The RFP will contain floor plans and a list of FFE for each facility. The packages will identify types, quantities, makes and models of FFE. The packages reflect the characteristics and level of quality that will satisfy the Government's needs. The FFE include but are not limited to: Storage cabinets including hazardous mater ial storage cabinets, lockers, file cabinets, shelves, beds & mattresses, bookcases, a variety of chairs, stools, and seating, modular rack consoles for video and communications equipment, weapons racks, kitchen appliances (refrigerators, freezers, microw ave ovens), a variety of tables, panel systems furniture and modular desk furniture. Contracting Procedures: The COE will issue a solicitation for commercial items. The solicitation will be provided to each company that identifies itself as a prospecti ve prime contractor for the turnkey project. The solicitation will not be provided to suppliers, subcontractors, or plan rooms. Subcontractors and suppliers must obtain information from prospective prime contractors. The RFP will be on CD-ROM. Paper copi es will not be issued. Two CDs' will be provided to prospective prime contractors. Source selection will be made using the best value tradeoff process. Both non-pricing (technical) and price proposals are required. The evaluation factors with their sign ificance and weight will be provided in the RFP. The solicitation will be issued before funds are available. A firm fixed price contract will be awarded. The RFP will contain DFARS clause 252.225-7021 Trade Agreements and FAR clauses 52.211-6 Brand Name or Equal and 52.247-64 Preference for Privately Owned U.S. Flag Commercial Vessels. Tentative Project Schedule: Issue RFP on July 18, 2006. Proposals due August 31, 2006. The anticipated contract award date is September 28, 2006. A site visit will not be conducted. Requesting the RFP: Firms must request the RFP in writing and provide: 1. Full company name 2. Mailing and shipping addresses (CD's will not be delivered to a P.O. Box address) 3. Telephone and fax numbers. 4. Point of contact name, title, a nd email address. 5. Reference the RFP number and the project title which is: P4A1 Furniture, Furnishings & Equipment (FFE), Al Udeid AB, Qatar and 6.
