Description
U.S. Army Corps of Engineers (USACE) plans to issue a Request for Proposal (RFP) for Ft. McNair Physical Fitness Center Design Bid Build project. The proposed procurement is unrestricted with NAICS code 236220 with a size standard of $31M respectivel y. Design Bid Build construction of a new Physical Fitness Center (PFC) at Fort McNair, Washington, DC. The solicitation will be available on or about 25 July 2006 with proposal due on or about 25 August 2006. Estimated cost of the construction will be bet ween $10M and $25M. Construction duration is 365 days from receipt of notice to proceed. The Physical Fitness Center is a 37,000 square feet facility with supporting facilities to include utilities; electric service; exterior lighting; paving, walks, curbs and gutters; storm drainage; site improvements; masonry security wall/masonry piers and wrought iron fencing; and parking for 70 patrons. HVAC will be provided by RTU units. Access for the handicapped will be provided. Comprehensive interior design is required. Special foundations will be required due to poor soil conditions. Anti-terrorism/F orce Protection measures will include laminated glass and traffic control barriers. On the exterior, the building will be clad in bricks and constructed to fit into Fort McNairs other stately historic structures. Large business firms will be required to submit subcontracting plans with their proposals for the purpose of this procurement, the following goals are considered reasonable and achievable during the term of the contract: 65%(minimum) of the planned subcont racting dollars to be placed with small business concerns. (The following are subsets of the small business goals); And of that portion placed with small business concerns, 20% shall be placed with small disadvantaged business concern, to include HBCU/MIs ; 10% to be placed with women owned small businesses; 3% to be placed with HUBZones small businesses; 3% to be placed with veteran owned small businesses and 3% to be placed with service disabled veteran owned small businesses. All qualified responsible sources may submit a proposal which shall be considered by the agency. The solicitation will be provided in an electronic format, free of charge, to all authenticated account holders of Federal Technical Data Solution Systems (FE DTeDS).a one time registration process for contractors/vendorsAccounts may only be attained by CCR registered contractors/vendors, go to www.fedteds.gov for additional information. After issuance of the solicitation, contractors may view and/or download the solicitation and all amendments. Plans and specifications will not be available in paper format. Use of the FedTeDS website requires prior registration at www.fedteds.gov. Oral Communications are not acceptable. It is the offeror's responsibility to m onitor the Internet site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any).
