Description

This proposed procurement is Unrestricted. NAICS Code 238910, size standard $13,000,000. Estimated cost of construction is between $500,000.00 and $1,000,000.00. Completion no later than 180 calendar days from notice to proceed. This phase of the project will include passive treatment systems such as surface flow wetlands, treatment ponds and an oxidation sedimentation pond to treat the abandon mine drainage from seeps 8 & 9 on this site. This phase will consist of mostly excavation, installation of the treatment systems and plantings. This procurement is being advertised as a Invitation for Bid (IFB). All responsible sources may submit a bid which shall be considered by the agency. Contractors requests for this solicitation will be performed th rough ASFI. The solicitation will be provided in an electronic format , free of charge, to all authenticated account holders of Federal Technical Data Solution System (FedTeDS) -- a one-time registration process for vendors/contractors -- Accounts may only be attained by CCR-registered contractors/vendors, go to www.fedteds.gov for additional information. After issuance of the solicitation, contractors may view and/or download this solicitation and all amendments at the following internet address: https:// www.fedteds.gov/fedteds/start.nsf/frm.vendorlogin?openform&SolicitationNumber=W912DR-06-B-0020 . Plans and specifications will not be available in paper format. Use of the FedTeDS website requires prior registration at www.fedteds.gov. You must be registered with the Central Contractor Registration Database (CCR) to receive a government contract award. You may register with the CCR a t http://www.ccr.gov/. It is imperative that all Small Disadvantaged businesses contact their cognizant Small Business Administration Office to obtain Small Disadvantaged Business Certification. Without SBA SDB certification, a prime contractor nor a federal agency can receive SDB credit when utilizing non-certified SDB contractors/subcontractors. All responsible sources may submit a bid, which shall be cons idered by the agency. Large business firms are required to submit a subcontracting plan. The following subcontracting dollar goals pertain only to the dollar value of the contract that is subcontracted: 65% of the subcontracted dollar value shall be for small businesses, of that 65%, 20% shall be for small disadvantaged businesses, 10% shall be for women owned small businesses, 3% shall be for Hub-zone small businesses, 3% shall be for veteran owned small businesses and 3% shall be for Service Disabled V eteran owned small businesses.
