Description
In general, work is for construction to Jameson Island Missouri River Recovery, Saline County, Missouri includes the construction of shallow water habitat through creation of a new creation of a new side channel chute on the Missouri River. Constuct ion of the chute will consist of notching existing bank revetments and dikes,and excavating a 75-foot minimum width channel. The side channel chute will be approximately 1.8 miles long. Grade control structures will allow some natural channel meandering, but will limit the scour of the chute's bank to a maximum of 300 feet width, and the amount of flow diverted from the Missouri River to less than 10% at Navigation flows. SELECTION CRITERIA. The selection of the contractor will utilize the Lowest Price Technically Acceptable Source Selection Process in accordance with FAR 15.101-2. Each offeror must submit a proposal in accordance with the solicitation along with its offer to be considered for award of a contract for the requirements of the solicitation. SUBMITTAL REQUIREMENTS Solicitations are web based and will be available on or about 24 July 2006. Registration will be required to download the solicitation and any amendments at the U.S. Army Corps of Engineers, Kansas City District website at http://www.nwk.usace.army.mil/co ntract/contract.html. This is a firm fixed price contract. There is a new Federal Integrated Acquisition Environment (IAE) initiative called Online Representations and Certifications Application (ORCA). ORCA is a web-based system that centralizes and standardizes the collecti on, storage, and viewing of many of the representations and certifications required by the Federal Acquisition Regulations and previously found in solicitations. According to the language in FAR case 2002-024, vendors are required to use ORCA beginning 1 January 2005. Detailed information can be found in FAR Case, as well as by visiting the help section of the website at http://orca.bpn.gov. The help section includes ORCA background information, frequently asked questions (FAQ), the ORCA Handbook, and wh om to call for assistance.
