- This Pre-Solicitation will be a Invitation for Bid (IFB) Hubzone Competitive Set-aside, Single Award Contract for the U.S. Army Corps of Engineers for the anticipated construction of a French drain around the perimeter of the Physical Fitness Center for the Little Rock Air Force Base. The French drain will tie into the existing storm drains near the site. The French drain will be approximately 550-600 feet long, 12-15 feet deep and 24-30 inches wide. The alignment of the drain will be approximately 15-20 feet off the edge of the existing building. It is anticipated that the excavation will consist 9-10 feet of stiff clay material and 3-5 feet of weathered shale. The drain will consist of a collector drain pipe, an initial backfill of granular filt er material and the final backfill will be random fill obtained from required excavation. The estimated magnitude of construction is between $500,000 and $1,000,000. Construction time will be posted in the IFB. It is anticipated to be a Firm-Fixed-Price Contract. The North American Industrial Classification System (NAICS) code applicable to this project is 236220 (Commercial and Institutional Building Construction), which corresponds to SIC 1542 and the annual size is $31 million. Solicitation issue date is on or about 8 August 2006. Response (closing) date for Request for Proposals (IFB) will be on or about 9 September 2006. If the Government elects to conduct a Pre-Proposal Conference, details regarding the Conference will be provided in the solicitation. The solicitation will be a negotiated acquisition. There will be no public bid opening. Plans and specifications will no t be provided in a hard paper copy. This solicitation will be issued via Internet only. Notification of amendments shall be made via Internet only, as well. It is therefore the contractors responsibility to check the following address daily for any post ed changes to this solicitation. For security reasons, all technical and engineering data related to this solicitation will be distributed using the Federal Technical Data Solutions (FedTeDS) system.
