Description

The project objective is to Design and Construct Company Operations Facilities (COF. This project type is to house Company administrative operations and store/move supplies. It is intended to be similar to office and warehouse type buildings in the p rivate sector community. The project will include Company Operations Facilities for 6 Battalions. Work includes connection to the energy monitoring and control system, fire protection and alarm systems, information systems. Supporting facilities include water, sewer, electric, gas, paving, walkways, storm drainage, site improvements and information systems. The number of companies per battalion varies with a total of 31 and number of personnel per company varies with a total of 3100. The RFP will have sp ecific breakouts of this data. Work includes connection to the energy monitoring and control system, fire protection and alarm systems, information systems, and includes a keyless card entry system. Supporting facilities include water, sewer, electric, gas , paving, walkways, storm drainage, site improvements and information systems. The Contractor will provide the Army with facilities that will have a minimum of 25 years useful life before needing major renovations, repair, or replacement. The Government wi ll evaluate the Offerors selected systems and components proposed in terms of warrantees provided, maintenance considerations (frequency, estimated cost, access, equipment locations), operability (ease of use, placement of control features, simplicity), du rability (withstanding troop usage, ease of cleaning), sustainability, and energy consumption (HVAC, lighting, power). Items identified as desirable or preferred in the solicitation will be considered more favorably during the evaluation process, provided they are included within the contract cost limitation identified in the solicitation. Unsubstantiated claims or narrative information will not be considered during the evaluations. The evaluation criteria consists of Design-Technical (Building Functional a nd Aesthetics, Quality of Building Systems and Materials, Site Design, Sustainability Requirements), Performance Capability (Organization-Business Management Plan, Specialized Experience, Past Performance, Key Project Personnel Capabilities and Experience, Preliminary Schedule and Proposed Contract Duration), Price and Pro Forma. All factors other than cost or price, when combined, are considered equal to cost or price in relative importance. The estimated performance period is 720 days. The estimated price range of this project is $25 Million to $100 Million. This is an UNRESTRICTED procurement. NAICS CODE IS 236220. Size Standard is $31M. Contractors must register to receive notice of amendments. Solicitation is to be issued on or about 24 July 2006 with proposals due on or about 24 August 2006 at 2:00 pm Louisville Time.
