Description: The project objective is to Design and Construct Phase 1, IBCT Barracks Unaccompanied Enlisted Personnel Housing (UEPH) facilities for 841 personnel at Ft. Knox, KY using the MILCON Transformation methodology. This project type is to house single sol diers and is intended to be similar both functionally and technically to hospitality-style accommodations in the private sector community surrounding the installation. The configuration must conform to the Army 1+1 unit a two bedroom, one bath apartme nt style living unit with common shared utilities. Furniture will be GFI. Work includes connection to the energy monitoring and control system, fire protection and alarm systems, information systems, and includes a keyless card entry system. Supporting fac ilities include water, sewer, electric, gas, paving, walkways, storm drainage, site improvements and information systems. The Contractor will provide the Army with facilities that will have a minimum of 25 years useful life before needing major renovations , repair, or replacement. The Government will evaluate the Offerors selected systems and components proposed in terms of warrantees provided, maintenance considerations (frequency, estimated cost, access, equipment locations), operability (ease of use, pla cement of control features, simplicity), durability (withstanding troop usage, ease of cleaning), sustainability, and energy consumption (HVAC, lighting, power). Items identified as desirable or preferred in the solicitation will be considered more favorab ly during the evaluation process, provided they are included within the contract cost limitation identified in the solicitation. Unsubstantiated claims or narrative information will not be considered during the evaluations. The evaluation criteria consists of Design-Technical (Building Functional and Aesthetics, Quality of Building Systems and Materials, Site Design, Sustainability Requirements), Performance Capability (Organization-Business Management Plan, Specialized Experience, Past Performance, Key Pro ject Personnel Capabilities and Experience, Preliminary Schedule and Proposed Contract Duration), Price and Pro Forma. All factors other than cost or price, when combined, are considered equal to cost or price in relative importance. The estimated performa nce period is 660 days. The estimated price range of this project is $25 Million to $100 Million. This is an UNRESTRICTED procurement. NAICS CODE IS 236220. Size Standard is $31M.
