- NOTE: This project is set-aside for 8(a) firms within the geographical boundaries of the Illinois SBA District Office. A pre-proposal conference/site visit has been scheduled for 9 August 2006 at 9:00 AM local time at Scott AFB. This project is for the design and construction of a temporary administrative facility at Scott Air Force Base. This temporary facility will house the U.S. Army Surface Deployment and Distribution Command realigning from leased facilities in Alexandria, VA and Newport News, VA. Project scope includes design and construction of parking, utilities, communications infrastructure, building foundations, landscaping and site work; and leasing of a modular building for up to five years. This is a Request for Proposal (RFP). Propo sals received in response to this solicitation will be evaluated in accordance with the following criteria, listed in descending order of importance: Experience of Prime Contractor and Subcontractor; Experience of Design Firm; Individual Personnel Experien ce; Technical Approach; Past Performance of Prime Contractor and Past Performance of Design Firm; Management; Price; and Pro Forma Requirements. The basis for award is the Tradeoff Process. The estimate cost range is between $10,000,000 and $25,000,000. Contract duration is 240 days. The NAICS code for this procurement is 236220. Project documents will be available o/a July 24, 2006. The proposal due date is August 23, 2006 at 2:00 P.M. local time.
