Description
The Library of Congress intends to purchase through sole source from Hunter Associates Laboratory, Inc., 11491 Sunset Hills Road Reston, VA, 20190-5280, a HunterLab UltraScan PRO research-grade reflectance colorimeter/spectrophotometer, that will be used for research and routine characterization of the color of a broad range of Library collection materials and collection housing materials. It is the Library?s understanding that the identified instrument system is the only one commercially available in the U.S. that is capable of meeting the Library?s critical performance requirement for a research-grade reflectance colorimeter/spectrophotometer that also meets the following needs: The light source must be a CIE standard D65 illuminant that is calibrated and controlled in the UV and that uses three high intensity flash lamps to ensure accurate readings on all colors, including dark and highly saturated; it must be capable of providing reflectance data for solids, powders, pastes, and films and transmission data for liquids; it must have an optical resolution of 5 nm; it must be a dual beam system that uses two holographic grating polychromators that are automatically checked and adjusted to the centroid of a xenon emission line; it must use diffuse/8? optical geometry with an integrating sphere, permitting both reflection and transmission measurement in the 350 nm to 1050 nm wavelength range; it must perform tristimulus color calculations using 5-nm data from 360 nm to 780 nm as recommended by the CIE; it must have computer-control of all specular included/excluded modes, UV, and sample viewing areas; it must have a sample viewing screen to permit viewing of sample position at the reflection port prior to measurement with sample measurement areas of 19 mm, 9 mm, and 4 mm and transmission path lengths up to 80 mm; it must have a sample clamp that allows adjustment of clamp position, which can be pulled out in small increments to accommodate thick samples or be removed entirely; and it must upgradable to numerous optional sample handling devices as well as custom devices. Any other company that, at the time of application, (1) is either legally incorporated as a U.S. business entity or capable of demonstrating through its business plan its intention to be fully incorporated as a U.S. business, and (2) believes its elemental analysis system can meet all the above equipment performance requirements can apply to the Library for consideration.
