- Description
- The Library of Congress intends to purchase through sole source from JEOL USA, Inc., 11 Dearborn Road, P.O. Box 6043, Peabody, MA 01961-6043, a JEOL JMS-GCMATEII high-resolution, high-energy gas chromatography-mass spectrometry (GC-MS) system that will be used for research and routine testing of a broad range of Library collection materials, collection housing materials, and collection environments. It is the Library?s understanding that the identified GC-MS is the only one commercially available in the U.S. that is capable of meeting the Library?s critical performance requirement for GC-MS analysis that also meets the following needs: It must be a bench-top instrument to fit in limited laboratory space; it must be a high-resolution, high-energy, double-focusing instrument that permits exact mass measurements, provides high sensitivity and dynamic range for both quantitative and qualitative analysis, and permits structure analysis by first-field-free region collision-induced dissociations using product ion, precursor ion, and constant neutral loss linked scans, all of which are software controlled; it must have multiple quadrupole ion focusing lenses to provide efficient ion transmission and focusing in both the vertical and horizontal dimensions; it must have a temperature-compensated Hall-Probe regulated magnet to ensure reproducible operation; it must have an Agilent 6890 or comparable GC equipped with a direct introduction GC-MS interface, and a split/splitless capillary column inlet; selected ion monitoring (SIM) must be provided and software controlled, where the SIM modes include electric field switching with optional lock mass and magnetic field switching with both fixed (integrating) and sweep modes; the achievable resolution must be at least 5000 (at 20% peak height); the sensitivity must be at least 0.03 ng for the methyl stearate molecular ion (of m/z 298.3) at a S/N=10 while acquiring scans over a range of m/z 200 to 320 at a scan speed of 0.3 s; the m/z range must be at least 1000 at 2.5 kV, 1500 at 1.67 kV, 2000 at 1.25 kV, and 3000 at 833 V accelerating voltage; the mass accuracy must be at least ? 5 mmu; the magnetic field scan rate must be 0.07 to 1000 s/decade (0.1 s for m/z 30 to 700), and the magnetic scan modes must be exponential down and linear down; it must have electron and chemical ionization ion sources that can have ionization voltages variable from 0-200 eV; both positive and negative ions must be detectable; a fast atom bombardment ion source and a direct injection probe must be provided; it must use a data system based on a Windows software platform, and all instrument and experimental functions including all ion source, tuning, resolution, calibration, data acquisition, and data processing shall be controlled through a point & click software user interface; and control of the GC and its auto sampler, on-column injector, oven cooling, and any other conditions necessary for GC-MS measurements must be controlled by the MS software. Any other company that, at the time of application, (1) is either legally incorporated as a U.S. business entity or capable of demonstrating through its business plan its intention to be fully incorporated as a U.S. business, and (2) believes its GC-MS system can meet all the above equipment performance requirements can apply to the Library for consideration.
