- NASA/JSC has a requirement to examine the current state of Orbital Debris research in the U.S. This review will focus on the ability of such research to support orbital debris mitigation policies of the U.S government and to protect U.S. government and commercial assets in space. The contractor shall deliver a brief status report (a minimum of one page and a maximum of three) summarizing the activities under this agreement. This status report shall be submitted at the completion of this activity. The period of performance shall be a 14 month period. NASA/JSC intends to purchase this service from The National Research Council, through the Aeronautics and Space Engineering Board (ASEB). The National Academy of Sciences published a comprehensive report on the state of the space debris environment and methods for limiting the growth of space debris in 1995, under title "Orbital Debris, A Technical assessment". This report was the product of a multi-year study by the National Research Council's multi-national Committee on Space Debris under the ASEB. The National Research Council, through the ASEB, is uniquely qualified to perform the tasks and produce a study which will carry the desired scientific credentials. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 22, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
