Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, proposals are being requested and a written solicitation will not be issued. The solicitation number for this procurement is FA4803-06-Q-S108 and is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-11, Defense Federal Acquisition Regulation Supplement Change Notice (DCN) 20060616 and Air Force Acquisition Circular (AFAC) 2006-0515. For informational purposes the North American Industry Classification System code is 333415 Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing. This acquisition is set-aside 100% Small Business. This is a firm-fixed price procurement and will be procured using simplified acquisition procedures and award selection will be made based on technical requirements, price, and past performance (reliability rate). Requirement is for: Line Item 0001) Carrier chiller p/n 30ran045B-6-DT or equal. Technical requirements: 40 to 42 ton Chiller Unit capable of sustained water flow of 50GPM at 60 degrees F. Capable of operating at ambient temp of 100 degrees F while using cooling water at 80 degrees F at 40 to 60 PSI pressure. The Chiller will have a Reservoir/Expansion Tank and all necessary components (pump, air separator, suction diffuser, valves, control panel, motors, regulators, and backflow devices, etc.) ? Qty 1 Line Item 0002) A Service Contract for the Compressor years 1-5 for parts and labor. A Service Contract for the Pump System years 1-5 for parts and labor. A Service Contract for 1 Year for Chiller Unit parts and labor. ? Qty 1 The Chiller unit will be used closed loop to maintain a safe operating temperature on a HCT-20 (Type I) Hydraulic Test Stand located 200 ft. away. This is an urgent requirement. All quotes must state delivery terms for delivery to 558 Killian Ave., Bldg. 1207, Shaw AFB, SC, 29152. The following FAR provisions also apply to this acquisition: FAR 52.212-1, Instructions to Offerors Commercial Items; The RFQ should be submitted and shall contain the following information: RFQ number, time specified for receipt of offers, name, address, telephone number of offeror, terms of the expressed warranty, price, any discount terms and acknowledgement of all solicitation amendments (if applicable). Quote shall also contain all other documentation specified herein. Offerors shall include a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. Period of Acceptance for Offerors: The offeror agrees to hold the prices in its offer firm for 90 calendar days from the date specified for receipt of offers, unless another time period is stated in an addendum to the solicitation. Late offers: Request for Quotations or modification of quotes received at the address specified for the receipt of offers after the exact time specified for receipt of offers will not be considered. All offers will be submitted by 1600 (4pm) EST on 25 July 2006. Evaluation/Award: IAW FAR 52.212-2, Evaluation-Commercial Items, the Government will award a purchase order resulting from this solicitation once an evaluation has been accomplished. Award will be based on technical requirements, price, and past performance (reliability rate).
