- NASA/GRC has a requirement for light weight power conversion equipment for military and commercial aircraft which consists of the following:Transformer rectifier( tru) to convert 3 phase 115 vac 400 Hz.aircraft power to 28 vdc power and a frequency converter to convert 3 phase 115 vac 400hz aircraft power to 115 vac 60hz power. This power conversion equipment is required to provide the necessary power to operate the research equipment onboard the NASA research aircraft. In the early 1980's, NASA Glenn Research Center (GRC) standardized the research power design and equipment on board the research aircraft so that the equipment could be transported from one aircraft to another ( line replaceable units ? lru). This provided NASA (GRC) a cost savings since a redesign of the power system was not required when there were changes or failure of a unit. NASA/GRC intends to purchase the transformer rectifier and frequency converter from Avionics Instruments Inc. of Avenel, NJ. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1) Federal Acquisition Regulation (FAR)(6.302), only one responsible source and no other supplies or services will satisfy agency requirements. The items listed in this procurement are direct replacement units for which NASA/GRC has already standardized the research power and design equipment, fabricated the mounting hardware, installed the electrical wiring and obtained safety approval. Use of any other source would severely jeopardize the standardization/compatibility of the research equipment for the research aircraft and result in a redesign including additional fabrication costs. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 25, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
