- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung and Blood Institute (NHLBI) Consolidated Operations Acquisitions Center (COAC) for the National Human Genome Research Institute (NHGRI) intends to negotiate and award a purchase order on a noncompetitive basis to BioFortis, Inc., 2400 Boston Street, Emerging Technology Center, Factory Building 3RD Floor, Baltimore, MD 21224. This purchase is for the performance of enhancements to the functionality of the Labmatrix Clinical Database System in support of the new Multiplex Project Initiative. The purpose of this initiative is to create an infrastructure supporting trans-disciplinary research on genetic disease susceptibility. This enhancement will involve data bulk upload design and implementation; data bulk upload testing and quality assurance; multiplex project data transfer; multiplex project testing and quality assurance; multiplex project report generation; and multiplex project database training. The sole source determination is based upon the fact that the research conducted by the Intramural Research Laboratory of NHGRI uses the Labmatrix Clinical Database System which was designed and developed by BioFortis, specifically to perform both clinical and laboratory based studies. No other organization has a database system designed to adapt to the various needs of many studies being conducted simultaneously. This particular system allows for the collection, organization, maintenance, and integration of both clinical data and laboratory data. Changing any variables at this time would result in incorrect interpretation of Biomaterials, Genotypes, or other Custom Data. It is important to return accurate results to physicians or other health professionals and to maintain the ability to import data from various clinical centers. An award to any other source would affect the Institutes anticipated outcome and would not provide any cost savings to the Government. The North American Industry Classification (NAICS) Code is 541710 and the Size Standard is 500 employees. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR part 6, Competition Requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
