Description

The Social Security Administration (SSA) intends to negotiate solely with Automation Technologies Inc., 1950 Old Gallows Rd, Suite 350, Vienna, VA, 22182 to provide follow-on consultant support services to supplement the SSA Section 218 ???State and Local Coverage Community Center??? website by developing and implementing additional online educational and training course material including knowledge transfer. The need for Social Security provided training is necessitated by the complexity of administering Section 218 Agreements. All states - including the 50 states, Puerto Rico, the Virgin Islands, and approximately 60 interstate instrumentalities have a Section 218 Agreement with Social Security. Each state has a State Administrator. State Administrators work closely with SSA to address Social Security and Medicare coverage and employment tax issues raised by state and local government employers. State Administrators report dealing with as many as 5,000 public entities a year depending on the state, which is why it is critical that they are adequately trained and supported in the functions of administering their respective state???s Social Security coverage issues. Therefore, it is necessary that the designer of the course material possess unparalleled knowledge of Section 218 of the Social Security Act, the Internal Revenue Code, and state and local coverage procedures. Written responses to this synopsis must contain sufficient documentation to establish a bona fide capability to fulfill this requirement. A solicitation is not available. Requests for copies of a solicitation related to this announcement will not be honored. A determination by the Government not to compete this proposed order based upon responses to this notice is solely within the discretion of the Government.
