- The U. S. Department of Commerce/National Oceanic and AtmosphericAdministration/NESDIS/ORA intends to negotiate with the Johns Hopkins University, Applied Physics Lab. Laurel, MD on a sole source basis in accordance with the authority of 41 U. S. C. ( c ) (1) only one source to provide services for the Extension and Improvement of the APL/NOAA SAR Wind Retrieval System (ANSWRS). Johns Hopkins University developed the APL/NOAA SAR Wind Retrieval System (ANSWRS) for the NESDIS Alaska SAR Demonstration. This system is currently providing near-real-time high-resolution coastal winds to the Weather Services and other users. The system has been installed at NESDIS in the Alaska SAR Demonstration, at the Center for Southeastern Tropical Advanced Remote Sensing (CSTARS) at the University of Miami, at the Alaska Satellite Facility at the University of Alaska, Fairbanks, and at JHU/APL. JHU/APL has also developed the web serving system used by the Alaska SAR Demonstration to serve SAR wind and atmospheric model images and data to NOAA users. Since JHU/APL did the research and development of these systems, they are uniquely qualified to provide updates and continue with the needed services to maintain the system. NAICS Code 541710 This requirement will be procured in accordance with Federal Acquisition Regulations (FAR) Part 13 using Simplified acquisition procedures. Offers certain they can meet the requirement are requested to submit in writing and affirmative response and technical capabilities. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirement. Failure to submit such demonstration will result in the government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15 days after publication of this synopsis.
