- DESCRIPTION THE TRANSPORTATION SECURITY ADMINISTRATION (TSA) IS SEEKING COMMENTS/QUESTIONS ON THE ATTACHED DRAFT AIRPORT PASSENGER AND BAGGAGE SECURITY SCREENING SERVICES SOLICITATION WHICH INCLUDES ALL EFFORTS ASSOCIATED WITH RECRUITMENT, ASSESSMENT, CREDENTIALING, AND TRAINING. This draft solicitation, along with other related program data, will also be posted on TSA?s website at www.tsa.gov by accessing the Screening Partnership Program (SPP) link. BACKGROUND The Aviation and Transportation Security Act (ATSA) P.L. 107-71 required TSA to assume responsibility for passenger and baggage security screening operations at the nation?s airports by November 19, 2002. 49 U.S.C. ? 44920 (ATSA ?108) provides, in part, that TSA shall allow an airport operator to submit an application to have screening carried out by the screening personnel of a qualified private screening company. APPROACH Once an airport application has been submitted, TSA will release a formal RFP for each approved SPP airport. This airport-specific solicitation will outline all contract requirements, with special emphasis on meeting all ATSA statutes. Previously, offerors had to go through a two-step phased competitive effort in order to be placed on the Qualified Vendors List (QVL) which resulted in the award of Basic Ordering Agreements (BOAs). All QVL members could then participate in the third step which allowed them to compete for Airport Task Orders. This three-step process was very time consuming. In order to reduce the overall procurement lead time for awards, TSA has incorporated all three steps into a one-step process. The result of the RFP will be a single award to the offeror that provides the best value to the Government. Additionally, Category III and IV airport may be set-aside for small business competitions. While awaiting airport applications, TSA has chosen a proactive approach by releasing this draft RFP in order to reduce the question and answer period once a formal RFP has been released. Please note that this draft RFP IS NOT A REQUEST FOR PROPOSALS. IT IS AN OPPORTUNITY FOR INDUSTRY TO PARTICIPATE IN THE DEVELOPMENT OF ANTICIPATED UPCOMING REQUIREMENTS. The comments/questions should be submitted in the same format as shown in Section L.5 of the draft RFP.
