- The U.S. Geological Survey, Advanced National Seismic System (ANSS) National Operations Center (NOC) in Golden, Colorado has commenced the development of improved seismic monitoring and information delivery systems in response to the December, 2004, tsunami and earthquake disaster in the Indian Ocean Region. The mission of the NOC and supporting subsystems is to acquire, process, and organize seismic field data in real-time and to rapidly exchange field data and earthquake products with other data centers in support of : 1) Accurate and reliable rapid earthquake response, ; 2) Comprehensive post earthquake support, and; 3) Complete, well-documented earthquake research data sets. The NOC is expected to support an integrated, national monitoring environment. Note that this potentially includes monitoring at all seismological distance scales (local, regional, and teleseismic) based on data from fixed and portable seismic and strong motion networks. During the last three years, the ANSS has made progress on two components of the NOC: The EDGE subsystem and Response Hydra. The EDGE subsystem consists of acquisition modules, Edge module that converts all acquired data to a common format, Continuous Waveform Buffer, Command & Control modules, SOH DBMS. Response Hydra consists of automatic processing subsystem and the interactive analysis system. During the next three years, ANSS will complete EDGE and Response Hydra and begin work on other components of the NOC. These will include Bulletin Hydra, MetaData Server, Catalog Archive, Web Page Generation, PAGER, ShakeMap, and Waveform Archive, Inventory DBMS, Internal/External map server. During the next three years, contractor shall perform specific design, programming, and integration tasks in support of the NOC development project. These tasks will include: 1) high level and detailed software design, 2) User Interface (GUI) design and implementation using WIN32, 3) programming of scientific algorithms in C, C++ and Fortran under Win32, 4) participation in design of NOC subsystems at high and detailed level, 5) maintenance of existing systems, in particular Response Hydra and Earthworm. Maintenance will include enhancement fixes to these systems, 6) testing on prototype system at the NEIC, and 7) user and programmer documentation. All software developed under this contract will adhere to the HYDA system architecture. Experience working with the HYDRA architecture and HYDRA Oracle API will greatly enhance the contractor's ability to perform the work outlined above. The work of this requirement must be performed at the NOC facility in Golden, Colorado. This contract is scheduled for a 12-month base period, with 2 one-year renewal options. Only written proposals received by the due date will be accepted. This procurement is 100% set-aside for HubZone under NAICS code 541511. This is not a commercial acquisition. See numbered note 27 .
