- The U.S. Department of State, Bureau of Diplomatic Security, Office of Training and Performance Support, Overseas Security Branch (DS/SLTD/OSB)has a requirement for hostage survival training in the Washington, DC Metropolitan Area. Proposals shall include technical specifications, descriptive material, literature, brochures and other such information corresponding to each minimum required item, which demonstrates the capabilities of the offeror. All interested firms must respond to this notice by Monday, July 24, 2006 at 2:00 PM EST to Frederick Little, Contract Specialist, Phone (703) 875-4801, Email littleft@state.gov. The U.S. Department of State will NOT reimburse for any costs connected with providing the capability information. I. BACKGROUND The Diplomatic Security Anti-Terrorism Course ? Iraq Specific (DSAC-I) is an eight-day training program that provides personal security training to all USG employees assigned to Embassy Baghdad, under the Chief of Mission. The DSAC-I training course provides up to thirty students per offering with training designed to help them travel, live and work safely in Iraq. II. OBJECTIVE The objective of this training is to familiarize the students with hostage avoidance, various stages of hostage survival, and coping with hostile interrogations, thereby increasing their chances of avoiding or surviving a possible hostage situation. III. CONTRACTOR ACTIVITIES A. Tasks 1. The contractor shall develop and provide all course outlines and classroom materials to support a class of up to thirty students. Contractor will provide a copy of all course materials, printed and electronic, as well as a complete lesson plan using the attached template, to the DSTC prior to the first instruction period. 2. The contractor shall provide this instruction in a classroom at the U.S. Department of State Diplomatic Security Training Center in Dunn Loring, Virginia, or any other venue chosen by the DS Training Center. 3. The contractor should be prepared to teach the two-hour period of instruction, once a week on a weekly basis, as required by the DSTC. IV. SPECIFICATIONS AND STANDARDS A. The subjects to be covered shall include, but not be limited to, the following: 1. Phases of a hostage situation 2. Avoidance 3. Preparation 4. Mental Survival Techniques 5. Physical Survival Techniques 6. Feelings and behavior of the victim 7. Captors feelings and behavior 8. Role of the third parties of a situation 9. Code of conduct (3 FAM 4140 thru 4143) V. PERIOD OF PERFORMANCE The period of performance is June ? November, 2006. VI. Contractor Qualifications: A) This program is conducted under the auspices of the Department of State, Bureau of Diplomatic Security, Diplomatic Security Training Center (DSTC). All instructors and support staff shall use professional instructor demeanor and presentation techniques. B) The Contractor must have a documented history of experience in hostage survival instruction. C) The Instructors shall have detailed and current knowledge of hostage situations and survival in Iraq.
