This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number, W44W9M-06-T-0265 is issued as a request for quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-09. Thi s Request for Quotations is issued, as Total Small Business Set Aside. Responses will be accepted from any responsible small business source. The associated SIC code is 5051, NAICS code is 423510. Requirements: McAlester Army Ammunition Plant, McAlester, O klahoma, has a requirement for the following: CLIN 0001. 826 EACH, RUNNERS, PALLET, USED ON MK 79 PALLETS PER DWG# 1511AS201 DTD 5/6/06, MANUFACTURED FROM ASTM A1011/A1011M 10GA HOT ROLLED STEEL. ALL MATERIAL MUST HAVE MILL TEST REPORTS, MUST BE FREE OF PAINT, HAVE LIGHT TO NO RUST, BE TRANSPORTED C OVERED. DRAWING #1511AS201 DTD 5/6/06 AND SPECIAL PACKAGING SUGGESTIONS ARE AVAILABLE UPON REQUEST. THE SUCCESSFUL OFFEROR WILL BE REQUIRED TO SUBMIT TWO SAMPLE PIECES FOR ADHERENCE TO DRAWING SPECIFICATIONS AND MCAAP ENGINEERING APPROVAL PRIOR TO START OF FULL PRODUCTION, UNLESS PREVIOUSLY APPROVED DUE TO PAST PERFORMANCE. Offerors are directed to th e solicitation provision at FAR 52.212-1, Instructions to Offerors--Commercial Items (JAN 2006), which applies to this acquisition and is hereby incorporated by reference. Offerors are reminded to include a completed copy of the provision at 52.212-3, Offe ror Representations and Certifications--Commercial Items (MAR 2005) with their offer. Applying the provision at FAR 52.212-2 Evaluation-Commercial Items, the Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: LOWEST TECHNICALLY ACCEPTABLE PRICE AND DELIVERY IAW FAR 13.106-2. NOTE: Unless the offeror notifies the contracting officer, at time of submission of its initial quote, of an objection to disclosure of its unit price, the Government reserves the right to publicly release (w hich would include, but is not limited to, a public award synopsis, contractor debrief, procurement history posting, or Freedom of Information Act (FOIA) requesting the unit price(s) stated in the award under this solicitation. Any objection must be submit ted in writing, providing a detailed explanation of how release of the awarded unit price would result in a substantial competitive harm. Objections will be reviewed to determine whether harm has been substantiated. Failure to notify the contracting office r by the close of this solicitation waives any objection to disclosure of the unit price. A unit price is defined as the specified amount to be paid by the Government for the goods or services stated per unit, contract line item, or separately identified c ontract deliverable. The term unit price does not include any information on how the unit price was determined. This constitutes notification pursuant to Executive Order 12600.
