- NAICS Code: 334516 The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source purchase order under Simplified Acquisition Procedures to Noldus Information Technology inc., 751 Miller Drive, Suite E-5, Leesburg, VA 20175-8993 for the acquisition of Video Tracking, Motion Analysis and Behavior Recognition System with desktop computer with MPEG encoder and Tower Camera System for Tacking using a 96 well plate. This system must meet the following specification: A) Consist of both the necessary hardware (camera) and software; B) Track up to 100 subjects at once; C) Track up to two subjects in a 96-well plate format; D) Track up to two subjects per arena; E) Track both live and from digital video; F) Use both normal and infrared light; G) Track with an interval between trails(without user intervention); H) Have a digital video resolution of at least 1400 x 1000; I) Use both Contrast (gray scaling) and Subtraction detection methods; J) Use both erosion and dilation methods for improving image filtering; K) Be able to define more than 1000 zones and points for each arena; zones and points can be combined into cumulative zones. The Noldus EthoVision 3.1 is the only system that meets all these requirements. The Nolddus EthoVision 3.1 track behavior of young fish in a 96 well plate format, this system has exceptional resolution and hardware, and this system is the only system that is able to accomplish that. EPA has identified Noldus Information Technology inc., the only vendor capable of satisfy the requirement. The circumstance permitting is FAR 13.106(B) "only one source reasonably available". The intent of this notice is to determine if any other source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response failing to provided the aforementioned data and instead choosing to merely submit a routine letter requesting a copy of the RFQ will be ignored. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Interested parties who can meet the above requirements may submit written qualification statements, fully explaining their capability no later than 10 days after the date of this publication.
