Description
NAICS Code: 541710 The U.S. EPA, intends to negotiate on a sole source basis under the authority of FAR 13.106-1 (b) with The Ohio State University to conduct a comprehensive assessment of the use of new solvents at the state of raw material use, manufacturing recovery of products and recycling. The nature of the acquisition requires a contractor that possesses the unique capability of expertise and capability. These unique capabilities are essential for the contract performance in order to assess the production and usage of new alternative solvents. The US EPA National Risk Management Research Laboratory, Sustainable Technology Division, researchers have been working on the use of alternative solvents for cleaner chemical synthesis. As part of the EPA's pollution prevention strategy, there is a need for systematic method for identifying, and evaluating environmental consequences of resource usage and waste releases from new processes using life cycle assessment approach. Ohio State University, Department of Chemical and Biomolecular Engineering, has a high level of expertise in process analysis and developed methods for determining efficient, economically viable, and environmentally benign chemical products and processes. The researchers in the Department work on various multidisciplinary projects in the areas of system and industrial ecology, statistics, signal processing, and bioinformatics. The researchers in Department are currently working on efficient process engineering via Baysian and multiscale method and economically conscious process engineering. This notice is not a request for quotations. EPA source research indicates Ohio State University is the only known contractor with the appropriate level of technical knowledge necessary to complete this project. However, any firm believing itself capable of meeting this EPA requirement may submit technical documentation to established the potential of supplying such components. Any such documentation must be submitted within 15 days of electronic posting of this notice (before Aug. 7, 2006 5:00 PM EST). A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
