Description
NASA/GSFC has a requirement for two (2) diode pumped Nd:YAG laser systems to support the Lunar Reconnaissance Orbiter (LRO) tracking operations. NASA/GSFC intends to purchase the items from Northrop Grumman Space Technology Cutting Edge Optronics (NGST-CEO), St. Charles, Missouri. Northrop Grumman Space Technology is the only known responsible source. Northrop Grumman Space Technology shall deliver two (2) diode pumped Nd:YAG laser systems with the following specifications: Wavelength: 532.1 nm (+ .05nm); Energy: 50 mJ per pulse; Pulsewidth: < 8 nsec (FWHM); Repetition rate: 28 Hz (externally triggered); External triggering: TTL; Pulse timing jitter: <10 usec; Pulse-to-pulse stability (short term): <2% RMS; Beam quality in M2: <1.6 mm-mrad; Beam diameter at aperture: 6.5 mm (1/e2); Divergence: 1 mrad; Ellipticity (ratio): <1.2; Beam profile: Gaussian - far field fit >95%; Power type: 120V, 60Hz, single phase; Size of laser head: < 24" X 36" X 15". The Northrop Grumman Space Technology laser system is the only known system to provide the required pulse energy, pulse width, and single mode operation requirements in an acceptably sized package, containing no chemical hazards, and exhibiting an expected lifetime to support the laser tracking operations defined by the LRO mission. The Government intends to acquire a commercial item using FAR Part 12. Statutory authority for this sole source procurement is 10 U.S.C.2304(c)(1), Only One Responsible Source. However, organizations who believe they can provide these services without any detrimental impact to the program schedules supported by this work should fully identify their interest and capabilities within 15 days after publication of this synopsis. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 7, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
