- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-11. This solicitation is a total small business set-aside, NAICS 33920, with a small business size standard of 500 employees. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. The Government intends to issue a firm-fixed price contract to the responsible offeror whose total offer represents the best value for the Government, price and other factors considered. Prices must include all costs for all work as shown. Statement of Work: Title: GATEWAY NATIONAL RECREATION AREA Performance Specification - Life Guard Chairs at Jacob Riis Park. 1.1 Scope of work. Provide and deliver 17 surf Lifeguard chairs as described in this specification. 1.2 Delivery. Deliver and unload chairs to Jacob Riis Park, Bay 9, Fort Tilden, Queens County New York 11695. Chairs shall be protected from damage during transport and unloading. Seven days prior to delivery contact Contracting Officer to coordinate delivery. 1.3 Specifications. a) Chairs shall be capable of supporting a minimum of 500 lbs (2 lifeguards side by side). b) Chairs shall be ergonomically designed to provide support and comfort. Back support shall be angled, arm rests shall be concave to provide for curvature of life guards arms, seats shall be contoured and foot rest designed so that lifeguards may stand. c) Material for chairs shall be a non corrosive non ferrous metal, or a composite material or other material approved by the Contracting Officer. Chairs are subject to salt spray located on ocean beach. d) Seat, back, foot rest and arm rest shall be designed to eliminate the possibility of sagging. e) All connections and connection devices shall be vandal resistant. f) Apply finishes to chair material that will inhibit oxidation, corrosion or rapid deterioration. g) Chair seats shall be approximately 8 feet above grade. h) Provide a minimum of 3 fixed points where a shade umbrella may be attached. These points may be similar to a tube that an umbrella post may be slipped into. i) Provide steps to access the seat level, hand grips should also be designed into chair. j) Chairs must be designed to be moved by 4 people, chairs should weigh approximately 400 lbs or less. k) Supplier must submit any combination of the following to best describe the proposed chair. k.1) Drawings k.2) Photos k.3) Physical sample l) Information provided should show dimensions, weight of chair, capacity to support specified weight and materials. m) Gateway NRA encourages the use of recycled or sustainable materials and will make this a part of the selection criteria. In addition, FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, must be completed on-line at www://orca.bpn.gov. FAR provisions/clauses listed below apply. The deadline for receipt of quotes is August 10, 2006, at 4:30 pm. Quotes may be submitted on letterhead or the Standard Form 1449, and must include, at a minimum, unit price for each item, extended price, item description as detailed above, three past performance references within the past three years, prompt payment and warranty terms, whether you will accept payment by MasterCard, name, phone number, and address of your point of contact.
