Food and Nutrition Information Center (FNIC), National Agricultural Library (NAL) Performance Work Statement for WIC Works On-Line Learning Modules 1. Introduction Food and Nutrition Information Center (FNIC), National Agricultural Library (NAL) and the Food and Nutrition Service (FNS) Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) plan to develop an Infant Feeding interactive on-line lesson consisting of three on-line modules. This new lesson will be a new addition to the 4 lessons that currently make up WIC Learning Online. FNIC is a national center that provides information, and offers training and education opportunities using appropriate technology. 2. Scope and Objective Scope includes development, design, and implementation of one interactive on-line training lesson consisting of three modules with additional references, job aids, and glossary sections for WIC staff. This on-line training is intended to provide WIC personnel approximately 1 hour of time-efficient training and tools to help provide nutrition education to WIC participants. The module should use multimedia, contain case studies that call for the trainee to take action from a menu of choices and provide feedback on the choices made. Quizzes and tests or other assessment methodologies should be included. The design should permit a bookmark feature and an internal search feature. It also should provide flexibility in graphic design selection, background, toolbars, etc. The on-line module must be deployed on the Learning Management System (LMS) at Skillsoft (www.skillsoft.com). New module topics are provided below. It is expected for the Contractor to maintain and support the contents on Skillsoft LMS server. 3. Requirements and Desired Outcome The Contractor shall take the contents that FNIC and the FNS provide to develop, design and implement one on-line learning lesson with three modules and place them on the Skillsoft LMS server according to its requirements. The module must work effectively and efficiently. It is to be accessed by WIC personnel through the WIC Works Web site. All materials developed will be the property of the FNS and FNIC. 4.Specific Tasks The contractor shall: 4.1 Design, develop and implement a Web interface for one on-line learning lesson with three modules. Employ an instructional designer to transform contents provided by FNIC into interactive multimedia modules for WIC personnel. 4.2 Produce a product that will be interactive and employ the principles of adult learning and instructional strategies that engage the learner and optimize visual understanding. The modules should incorporate: a) Targeted Learning Activities Should be interactive, developed for different levels of knowledge and provide learners with at least two different types of evaluation options. b) Group Discussion Questions Questions should include possible answers for WIC personnel who may be using this module with colleagues. c) References, Glossary and Job Aids These resources should complement the learning experience and provide the learner with further education. Content for this will be developed with input from FNIC and FNS. Job Aids will be included in the module but will also be hosted on the WIC Works Resource System. See (http://www.nal.usda.gov/wicworks/WIC_Learning_Online/support.html) for more information. 4.3 Incorporate pre/post tests, check and correct testing input and print certificates for completion of the modules. 4.4 Provide a link to the USDA privacy statement and provide a secure environment for the module content and user information. This is to be done with user name and password protection access. 4.5 Develop modules for learners of differing computer capabilities (i.e. sound option is an enhancement, not a requirement). The module should operate on modems and allow at least 100 concurrent users. 4.6 Develop easy to navigate modules with directions on how to use them. 4.7 Design planning will permit a bookmark feature, and an internal search feature. The FNIC and FNS may contribute graphics or photos that are culturally and economically appropriate for use in the modules. 4.8 Provide a tracking mechanism that allows course administrators access. 4.9 Initiate a kick-off meeting with key FNIC and WIC Program/FNS staff to give an overview of project goals and objectives. The meeting may be held at FNIC/NAL in Beltsville, MD. 4.10 Review progress weekly with FNIC/FNS subject matter experts; incorporate information into status reports to be provided electronically. These reports will summarize tasks completed and projected tasks to complete for all parties involved. 4.11 Provide electronic and print copies of all drafts/prototypes that meet the specified design and content goals and objectives laid out in the initial plan. Suggest submitting two drafts; alpha and beta. 4.12 Make revisions as requested by FNIC/FNS team after both drafts are reviewed. 4.13 Ensure that the modules are compatible with 508 Compliance Guidelines and requirements of the Skillsoft LMS server. 4.14 Allow FNIC/FNS team to edit and update the contents if significant changes must be made to the material that would affect the efficacy of the modules 5. Deliverables 5.1. Attend a face to face project kickoff meeting. 5.2 Participate in conference calls with FNIC/FNS staff weekly. 5.3 Deliver two drafts as described in 4.11. 5.4 Deliver one final product, one on-line learning lesson with three modules, based on the standards set by Sharable Content Object Reference Model (SCORM) at http://www.adlnet.org/scorm and World Wide Web Consortium (www.w3.org). Modules will include targeted learning activities, questions for discussion and a list of accompanying resources. The modules will be developed taking into consideration the varying levels of experience and education among WIC personnel found around the nation. The timeline for this project will be finalized based on a review of the expected deliverables, testing and Web design. See tentative timeline. 5.5 Technical Specifications 1. Contractor shall submit the draft deliverables in electronic format and the final in both electronic and compact disk formats and three hardcopies. 2. Submit required reports. 3. Submit required invoices through the COTR to the CO. All invoices are to include a printout with breakdown of expenses for the project. 5.6 Reports a. Contractor will submit at least one report for each milestone reached. b. Contractor will provide a written summary of the project. The summary will be submitted along with the final version of the modules. 6. System Testing 6.1 System Testing The one lesson with three modules must function on the Skillsoft LMS server. Test plans shall be developed by the Contractor. Test items in the test plan will function effectively and efficiently according to standards set by SCORM and World Wide Web Consortium. 6.2 Production System Implementation The Contractor shall implement and test the production of this Infant Feeding lesson, including all necessary interfaces. Full acceptance testing of the production system will proceed after preliminary testing of the production system by Federal government employees who are designated by the FNIC/FNS Team. This lesson will be deployed on Skillsoft's LMS. The output will be the delivery of the lesson in electronic and hard copy with all documented source code and related systems documentation. 7. Government Responsibilities 7.1) Work with chosen Contractor to assist in the development of the on-line training module and all phases of revision. 7.2)Serve as subject (nutrition) matter experts during the development of the modules. 7.3)Provide electronic content and print materials to the Contractor that will help in the development of the online training modules. 7.4)May contribute graphics and photos for consideration in the on-line modules. 7.5)Monitor, assess, and report on various aspects of the project. 7.6)Participate in developing content for pre and post tests. 7.7)Inspect and review on-line training modules during developmental phases of the deliverables. 7.8)Designate who and how many users will test the modules. 7.9)Ensure that the plan is implemented and administered in a timely manner.
