Description
THIS IS NOT A SYNOPSIS TO ADVERTISE A SOLICITATION THAT IS READY FOR RELEASE, rather the purposes are (a) to determine whether there are a sufficient number of responsible sources and (b) to conduct market research. The U.S. Coast Guard (USCG) is seeking information on companies that have the capability to employ the General Campaign Analysis Model (GCAM) for the purpose of investigating and quantifying the relative benefits of technologies and concepts that might be proposed to improve Coast Guard effectiveness across its mission areas. Example technologies and concepts include unmanned platforms, improved radar, and network centric operations. Example missions include drug interdiction, search and rescue, and anti-terrorist force protection. The kind of simulation modeling desired allows for an analysis to be conducted in an integrated system context that incorporates force structure, concept of operations, asset capabilities, infrastructure vulnerabilities, command and control, tactics, sensors, and threat capability. Of critical importance is having the capability to understand, modify, and efficiently adapt existing Coast Guard GCAM based models to conduct trade-off analyses for different operational and technology options. In addition, the capability to utilize new GCAM features such as sensor coverage and route optimization is required. GCAM was developed and is maintained by Systems Planning and Analysis, Inc. (SPA) www.spa-inc.net/gcam.htm. Companies or subject matter experts having specific experience in the use, development, and application of General Campaign Analysis Model (GCAM) are encouraged to submit responses to this announcement. Responses to this market research shall include the following: (1) Please describe the capabilities and infrastructure components that meet the capabilities listed above (limit 6 pages). (2) Please describe company history with regard to how the experience was obtained or developed (limit 1 page). This announcement is not a research or development project. The purpose of this announcement is NOT to develop or evaluate potential new products, services or facilities, or to improve existing facilities for the purpose of meeting the specific performance capabilities or objectives. At this stage, the Government has no intention to further develop or produce any equipment from the information received. Information collected through this announcement will be reviewed by individuals from the USCG. Responses to this market survey shall be sent directly to: Helen.R.Nelson@uscg.mil with a copy to Kevin.F.Downer@uscg.mil. Only electronic responses will be accepted and shall be submitted no later than 25 August 2006. For the purpose of business size determination, assume the North American Industry Classification System (NAICS) Code for this procurement is 541511.
