Description
STATEMENT OF WORK FOR Petroleum, Oil and Lubricant Pump-Out LXEZ Section 1 GENERAL 1.1 SCOPE OF WORK: The contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, and services necessary to perform pump out services of petroleum, oil and lubricants at various aboveground & underground tanks, drums, bowers and holding tanks in Kadena Air Base and 18 MUNS, Camp Foster, Camp Lester, Camp Courtney, Camp Kinser, AND Camp Shields &, when called for by the Contracting officer or his authorized representative. a. Methods of Payment: NO COST CONTRACT 1.2. NORMAL HOURS OF OPERATION: The contractor shall respond to calls made by authorized persons between the hours of 0730 to 1630, Monday through Friday, excluding U. S. legal holidays. Upon receipt of a call, the contractor shall respond to the designated point within one working day of the request for services. There is one exception to these Normal Hours of Operation. In the event of a Tropical Typhoon, (TC Condition 2) the contractor shall respond to requests for pumping within 1 hour of receipt of a call. This is necessary to ensure aboveground & underground tanks, drums, bowers and holding tanks do not overflow due to heavy rains/flooding. 1.3. METHOD OF CONTACT: The contractor shall at the time of award provide a telephone number (must be a toll-free call from a Class A telephone on Kadena Air Base) to the government for receipt of calls under this contract. Section 2 DEFINITIONS .2.1. CONTRACTING OFFICER: Person with the authority to enter into, administer, or terminate contracts for the Government and make related determination and findings. 2.4. DESIGNATED REPRESENTATIVE OF THE CONTRACTING OFFICER: The individual or individuals designated in writing to the contractor as being authorized to place calls for services under the terms of this contract. The written designation must be issued and executed by the Contracting Officer. 2.6. QUALITY ASSURANCE PERSONNEL (QAP): A representative of the Contracting Officer who performs technical surveillance of the contract. 2.7. POL: Petroleum, Oil, and/or Lubricant materials. Section 3 GOVERNMENT FURNISHED PROPERTY AND SERVICES 3.1. NONE. Section 4 CONTRACTOR FURNISHED ITEMS 4.1. TRUCK MOUNTED PUMPING EQUIPMENT. The contractor shall furnish a fully functional pumping truck with at lease a 500 gallon holding tank capacity. This truck shall be clean and shall be leak-free at all times. a. The contractor?s pump truck shall be equipped with fire extinguisher certified for petroleum based fires. b. The contractor?s pump truck shall have a functional meter that accurately measures the volume of fluids pumped (either liters or U. S. gallons). Section 5 SPECIFIC TASKS 5.1. SERVICES: The contractor shall provide the following services: 5.2. PUMPING: Petroleum, oil and lubricants (POLs) from aboveground & underground tanks, drums, bowers and holding tanks: Upon receipt of a service call from an authorized representative, the contractor shall respond within the specified time and shall pump out waste POL materials from the separator or tank designated. Contractor shall provide documentation to establish the volume of POL products collected. 5.3. None 5.4. SAFETY: All cleaning and pump out services shall be accomplished in a sage and workmanlike manner. Care shall be exercised in the performance of work in order to protect and preserve all existing and adjacent property from any damage which might result from the contractor?s operations. Smoking will not be permitted during pumping operations. The contractor shall comply with all aspects of the US Air Force Confined Space Safety Program. Under no condition, will a contract employee enter into a confined space containing POL fumes without first demonstrating 100% compliance with Confined Space Safety Provisions. . 5.4. ENERGY RECOVERY: All POLs collected as part of this contract shall be treated as energy recovery shall be accomplished off base in complete compliance with all Government of Japan and Okinawa Prefecture Environmental Laws and Regulations. The Contractor shall be in full compliance with The Japanese Environmental Government Standards (JEGS), Chapter 6-2.24, ?USED Oil Burned for Energy Recovery?, at all times. The standard is available for the contractor to read and refer to in the 718th CES/Environmental Flight.
