Oral explanations will not be binding.The offeror, by submission of its proposal, certifies that none of the personnel proposed for the effort required by this solicitation are in violation of applicable military or civilian laws or regulations relating to personal conflict of interest and/or standards of conduct. This includes, but us not limited to, the Joint Ethics Regulation (DOD 5500.7-R). The Contract ors employees shall not be permitted to carry firearms, knives or other lethal weapons while on Fort Sill. No written or oral statements of any person whosoever other than the Contracting Officer will, in any manner or degree, modify or otherwise affect t he terms of this contract. The Contracting Officer is the only person authorized to approve changes in any of the requirements under this contract, and notwithstanding any provisions contained elsewhere in this contract, the said authority remains solely with the Contracting Officer. The Government will evaluate quotes in response to this request and award a purchase order to the responsible offeror whose offer conforming to this request, will be most advantageous to the Government considering price and other factors (e.g., past performance, delivery, and/or quality). Award will be made based upon the best value to the Government in accordance with procedures in FAR 13.106-2(b). Only one award will be made as a result of this solicitation. Award will be made in the aggregate to the low responsive, responsible offeror whose offer, conforming to the solicitation, is most advantageous to the Government, considering only price and price-related factors specified in the solicitation. Bidder is required to submit bid on all bid items. Failure to do so will be cause for rejection of the bid. NOTE: All extensions of the unit prices shown will be subject to verificatio n by the Government. In case of variation between the unit price and the extension, the unit price will be considered to be the bid. If a modification to a bid based on unit prices is submitted, which provides for a lump sum adjustment to the total estim ated cost, the application of the lump sum adjustment to each unit price in the bid schedule must be stated. If it is not stated, the bidder agrees that the lump sum adjustment shall be applied on a pro-rata basis to every unit price in the bid schedule. Should an award be made, such award shall be for all the tasks required to effect completion of the work. Proposals received for less than the Government's total requirement will be considered nonresponsive.
