- NASA/GRC has a requirement for a Total Water Content Measurement System (quantity required: 1 each)according the the following specifications: 1. This instrument shall have the following technical specifications over an operational temperature range of -20 degF to 40 degF, an airspeed range from 0 to 150mps and an altitude range of sea-level to 45000 ft: TWC measurement capability: 0 ? 10 g/m3 capability TWC measurement Resolution: 0.01 g/m3 The instrument shall remain fully de-iced over the above operational range 2. The instrument shall be capable of being fully powered at an airspeed of 0 mps and not incur any damage. 3. The instrument shall be fully compatible with NASA Glenn Icing Research Tunnel and Icing Research Aircraft cabling and support electronics for existing Science Engineering Associates water content instrumentation. 4. The instrument shall utilize a DC power supply having a nominal voltage of 28 VDC. 5. The instrument shall be comprised of three separate units: power controller, sense head, and display unit NASA/GRC intends to purchase the items from the Science Engineering Associates to be compatible with existing cabling, data acquisition systems, and data analysis programs currently in use at NASA/GRC. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 12 noon local time on 08/07/2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.
