Description
This is modification 1 to the synopsis entitled Environmental Consulting Services, Solicitation No. NNJ06162825r, which was posted on July 3, 2006. You are notified that the procedures for discussions with Industry regarding the Environment procurement are as follows: To facilitate open communications with industry, the Johnson Space Center (JSC) would like to invite interested parties or potential offerors interested in the Environmental procurement to meet with the Center Operations Directorate (COD) ("CenterOps") Director and/or Deputy Director, and also Technical Leads (Division and/or Office Chiefs) of the CenterOps organizations. The following topics may be discussed: 1. The general purpose of the announced procurement; 2. Any information about JSC that NASA has already made accessible to the public or is otherwise being made available to all potential offerors; 3. Historical information about the general nature or scope of prior contracts whose requirements will be addressed in whole or in part under a follow-on procurement; 4. Information that describes the federal procurement process as defined by the Federal Acquisition Regulation (FAR), NASA FAR Supplement (NFS), or other published procurement policy documents; and 5. Procurement specific information already published such as information contained in the acquisition forecast, Statement of Work (SOW), and pre-solicitation synopses. Questions regarding the subjects below will not be discussed: 1. Proprietary or confidential business information of incumbent contractor(s) or other business entities; 2. Privacy Act protected information such as, incumbent contractor employees? personal data; 3. Trade Secrets Act protected information; 4. Speculation on what the Government might be looking for in proposals; 5. Different technical and management approaches; 6. Technical Efficiencies; 7. Any particular Government Emphasis; and 8. Incumbent?s performance. Meetings may be scheduled from initial release of the pre-solicitation synopsis until the release of the Final Request for Proposal (RFP) and will last no longer than 30 minutes. No appointments will be scheduled after the release of the FRFP. An individual company or a group of businesses planning to team or subcontract may attend and will be allowed only one meeting (each, if desired) as follows: One, 30 minute meeting, per company, individual, or team with Director or Deputy Director of the CenterOps organization. One, 30 minute meeting, per company, individual, or team with Technical Leads (Division and/or Office Chiefs) of the CenterOps organization. Formal presentations by interested parties are not required. Recording devices are prohibited. Appointment times will be contingent on the availability of each Director or Deputy Director, Technical Leads (Division or Office Chiefs) and the Contracting Officer. However, we will attempt to schedule your meeting as quickly as possible to obviate unnecessary delays. Please annotate the names who are U.S. citizens. NOTE: E-mail request(s): Due to the potential volume of e-mail requests to Leah or Susan as well as to distinguish the requests from all other e-mail, please annotate in the subject line indicating: ?Environmental Procurement: Industry Request for Meeting.? NOTE: Badge Request(s): There is a 3-day processing requirement for the JSC Security Office to process badge requests prior to any on-site visit. Foreign nationals may be subject to further processing. Please take all of this into account in regard to your meeting request(s). Failure to provide your badge request information within the 3-day processing requirement, or longer if foreign nationals, will result in either rescheduling your meeting or lack of your attendance with company representatives that are approved to be on-site at JSC. Badge request(s) made on the day of a scheduled meeting will result in either: (1) delay in the meeting or possible postponement or rescheduling of the meeting, or (2) delay in badge preparation as there is no guarantee that you will receive your badge the day of the meeting. NOTE: Approved Badges: Approved badges are available for pick-up on the day of your scheduled meeting, just prior to the scheduled meeting, at the JSC Security Office in Building 110. All visitors must present current picture identification. The above information will be posted on the Environmental Procurement link on the COSS Follow-On website at http://procurement.jsc.nasa.gov/coss Documents related to this procurement will be available over the Internet. These documents will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
