Critical Raw Materials used as a monopropellant ingredient and supports the IHPRPT Phase II Spacecraft Chemical Propulsion Group REF NO.: F1SBAA6179b003 DUE: 11 Aug 2006 POC: Deanna Wright, deanna.wright@edwards.af.mil; 661-277-7706 (ph), 661-275-7859 (fax) DESC: The Air Force Flight Test Center (AFFTC), Edwards AFB intends to award a sole source, Firm-Fixed Price contract, under Federal Acquisition Regulation (FAR) part 13. ?Offeror Representations and Certifications? per 52.213-4 -- Terms and Conditions ? Simplified Acquisitions (Commercial Items , Simplified Acquisition Procedures, to Charkit Chemical Corporation. This acquisition is unrestricted. The NAICS code is 325188. The following item will be procured: The mission of the Air Force Research Laboratory is to develop advanced technology for the warfighter. An example is the development and manufacture of advanced monopropellant by AFRL. The chemical: 2-hydroxyethylhydrazine (HEH) is a raw material used to produce the advanced monopropellant: AF-M315E. This monopropellant supports the IHPRPT Spacecraft Chemical Propulsion Program. AFRL is committed to producing multi-ton quantities of AF-M315E to various contractors, universities, and internal customers. Presently, the raw material: HEH is only produced by one manufacturer (Charkit Chemical Co.) in large quantities (200 kg) and with high purity (> 97%) that meets the criteria of product specifications that are required in the final product: AF-M315E Contractors interested in this requirement should submit a complete technical quote, which provides clear and convincing evidence that they can meet the Government's requirement. In addition, the response should include any special requirements for a Research and Development contract in accordance with FAR Part 13. Eligibility criteria for quotes are listed in order of importance: 1) AF-M315E Specifications 2) Ingredient Purity 3) Volume 4) Price. Anticipated Award date is 15 Aug 2006. Responses must be received no later than (NLT) 4:00 p.m., Pacific Standard Time, 11 Aug 2006.
