- NASA GSFC/WFF plans to issue an Invitation for Bids (IFB) for Wallops Island Security Fence Upgrade at NASA's Goddard Space Flight Center, Wallops Flight Facility, Wallops Island, Virginia 23337. The scope of work for this project shall include, but is not limited to: Earthwork, site work, concrete, steel, metals, fencing materials and other items to be defined in the Contract Documents. The work shall be complete. It includes furnishing, as applicable or may be required, all contractor?s plant, equipment, safety devices, labor, tools, materials, supplies and services; and performing all operations necessary for or incidental to a complete project in conformity with the drawings and as set forth in the various sections of the specifications. The work to be performed under this contract includes removal and disposal of existing fence and placing of new fence, including barbed wire and gates. The total price offered shall be the total price for work as shown on the specifications and drawings. The order of magnitude for the procurement is between $100,000 and $500,000. The Requirement shall be completed within 45 calendar days after notice to proceed. The NAICS code for the procurement is 238990. The corresponding size standard is $12,000,000.00. This requirement will be solicited as a total set aside for small business. The anticipated release date of the IFB is on or about August 28, 2006 with an anticipated bid closing date of on or about September 28, 2006. The firm date for receipt of bids will be stated in the IFB. Bid packages containing specifications and drawings will be available after the IFB has been released. Requests are to be forwarded to: NASA/GSFC, Ray A. Stevens, Code 210.W, Wallops Flight Facility, Wallops Island, VA 23337 and shall include the requestor's phone and fax numbers and shall identify the package being requested by name of project and/or IFB number. All qualified responsible sources may submit a bid, which shall be considered by the agency. This synopsis is also an intent to synopsize the pre-solicitation notice. No telephone requests accepted. Collect calls not accepted. No provision in this notice in any way obligates the Government to pay any bid preparation costs. An ombudsman has been appointed See Note "B" as explained under NASA-SPECIFIC NUMBERED NOTES. The solicitation for this procurement will be available over the Internet. (Specifications and drawings are available in paper format only. See above ordering instructions.) These documents will be in Microsoft Word or RTF format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application. The WWW address, or URL, of the NASA/GSFC Business Opportunities page is http://procurement.nasa.gov/EPS/GSFC/class.html. Prospective bidders shall notify this office of their intent to submit a bid. It is the bidder's responsibility to monitor this site for the release of the solicitation and amendments (if any). A site visit will be held on or about September 14, 2006.
