- This is a notice of intent to award a sole source purchase order to Horiba Jobin Yvon, Raman Spectroscopy division for purchase of the following items, plus training: Reference: LN-OE-1024x256-2ND+SERV-X; Description: Raman ready CCD Detector: Open Electrode Liquid N2 cooled CCD detector 1024x256 pixels, full length 1? chip, 26um2 pixels (including installation); Quantity: 1; Unit: Each. Open Electrode. Liquid-nitrogen cooled, Charge Coupled Device (CCD) MINIMUM REQUIREMENTS FOR INSTRUMENT - a front illuminated open electrode, Charge Coupled Device - capable of detecting scattered photons from 200 nm - 1 micron with below quantum efficiencies: - at least 40% from 200 nm to 900 nm - peaked efficiency between 600 nm and 800 nm - free of etaloning artifacts - interoperable with DilorXY 800 and Lapspec software - contain at least 1024x256 pixels with a pixel size of 26 square micrometers - cooled via a liquid nitrogen dewar of at least 3 liters - Dynamic range of 16 bits MINIMUM REQUIREMNETS FOR INSTRUMENT ?PACKAGE? - CCD itself (specs above) - CCD controller or power supply - CCD Shutter - Software to operate CCD which operates on a PC in a Windows XP environment - Interface to LapSpec software - Installation MINIMUM REQUIREMENTS FOR INSTALLATION OF INSTRUMENT The Contractor must perform, in the presence of the NIST Point of Contact/Order Contact (P/OC), installation of instrument at NIST in Building 216 Room D107. The Contractor shall coordinate the exact date and time for this installation with the P/OC within three (3) days after the instrument arrives at NIST. The Contractor must install the item within fourteen (14) days after the system arrives at NIST. TRAINING REQUIREMENTS The Contractor shall provide, at the time of installation, all training necessary to properly operate the instrument and to fully utilize the data analysis software. On-site training shall include up to 2 users. The P/OC will reserve a 7-day evaluation period starting on the date of installation to verify whether the instrument operates per the purchase order minimum specifications, especially those pertaining to interoperability, sensitivity and spectral range. The instrument can only be accepted after it is installed at NIST and its performance is deemed by the P/OC to meet the minimum purchase order specifications. Based on market research conducted by NIST, NIST has only been able to identify one potential source to provide the required instrument that meets the minimum requirements noted above: Horiba Jobin Yvon, Raman Spectroscopy Division. Therefore, NIST intends to award a sole source purchase order to Horiba Jobin Yvon, Raman Spectroscopy Division under the authority of Federal Acquisition Regulation (FAR) Subpart 13.106-1(b) unless other responsible sources identify themselves to joseph.widdup@nist.gov on or before the response date for this posting and clearly and unequivocally demonstrate their capability to provide an instrument that meets or exceeds the minimum required specifications as noted above. The Government will determine, based on written responses received in response to this posted notice, whether this procurement will be competed.
