Description
AMENDMENT NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is SB1341-06-Q-0583 and is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 05-11. The associated North American Industrial Classification System (NAICS) code for this procurement is 339111 with a small business size standard of 500 employees. This requirement is unrestricted and only interested offerors may submit a quote. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on Thursday, August 3, 2006 at 00:00:00 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Gaithersburg, MD 20899 The National Institute of Standards and Technology requires the following items, MEET OR EXCEED, to the following: LI 001, 8.5 Digit Digital Multimeter The Contractor shall meet or exceed the following specifications: DC Voltage measurements from 1 millivolt to 1000 volts. At 20 volts the multimeter shall have a 1 month since calibration error of less than 2 ppm. At 20 volts a ratio measurement specification of 0.2 ppm for a 20 minute time window. At 20 volts a dc transfer measurement specification of 0..2 ppm for a 20 minute time window. At 1000 volts dc, a maximum error of 5 ppm for a 1 year since last calibration. Input impedance at 20 volts of 100 Gigohm AC Voltage measurement between 1 millivolt and 1010 volts. At 200 volts at 60 Hz a maximum error of 100 ppm for 1 year since last calibration. At 1010 volts at 60 Hz a maximum error of 120 ppm for 1 year since last calibration. AC Current measurement from 0.1 to 20 amperes. At 20 amperes and 60 Hz a maximum error of 1000 ppm for 1 year since last calibration. Resistance measurement from 0.1 ohm to 1 Gigohm. For a 1000 ohm measurement a maximum error of 2 ppm for 24 hours since last calibration. Ratio measurement capability for: dc voltage measurements between front and rear input terminals and also resistance measurements between front and rear input terminals. Temperature Measurement via a Platinum Resistance Thermometer (PRT) with the ability to store at least 2 PRT probe characteristics within the mulitmeter to allow for direct temperature measurement with the PRT probe attached. IEEE 488 Interface for remote operation and reading of the multimeter., 1, EA; LI 002, Platinum Resistance Thermometer (PRT) with Calibration Certificate The Contractor shall meet or exceed the following specifications: Temperature range: -100 to 500 degree C Nominal Resistance 100 ohm Sensitivity 0.4 ohm per degree C Stability 0.005 degree C, 1, EA; For this solicitation, National Institute of Standards and Technology intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing quotes, which descend in price during the specified period of time for the aforementioned reverse auction. National Institute of Standards and Technology is taking this action in a an effort to improve vendor access and awareness of requests while expediting its ability to gather multiple, completed, real-time offers. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their offer using the online exchange located at www.FedBid.com.
