- Contracting Office Address Department of Transportation, Pipeline and Hazardous Materials Safety Administration, PHMSA, 400 7th Street, SW Room 7118, Washington, DC, 20590 Description The Pipeline and Hazardous Material Safety Administration (PHMSA) intends to issue a purchase order on a sole source basic to ATK Space Systems Inc. to determine the quantitative capability of a Nondestructive Examination (NDE) technique (e.g. acoustic emission) to accurately detect and assess operational impact damage in composite cylinders. This purchase order will be issued using other than full and open competition procedures in accordance FAR 6.3and 41 U.S.C. 253?(1) only one responsible source and no other supplies or services will satisfy agency requirements. The work involves complex impact testing, analysis of carbon fiber composite gas cylinders, modeling and practical NDE to assess impact damages. The design and manufacture of high-pressure cylinders with carbon composite materials (i.e. materials made by incorporating carbon fibers into medium of epoxy resin) is a highly specialized industry. This is not a request for competitive proposals but parties purporting to have the requisite credentials to furnish these supplies/services must provide in writing, factual information which clearly supports and demonstrates their ability to develop a practical Nondestructive Examination (NDE) that can be used in detection and evaluation of impact damages in mostly commonly used Department of Transportation-Carbon Fiber Reinforced Cylinders (CFFC). This information MUST be emailed to eric.hilton@dot.gov or faxed to his attention at (202) 366-7974 not later than 4:00 p.m. EDT on 11 August 2006. A determination not to compete this proposed action based on any response to this notice is solely within the discretion of the contracting officer.
