NAICS Code: 541620 **This procurement is a result of an unsolicited proposal and a sole-source award to the National Academy of Sciences is planned.** The EPA is assisting in the study designed to develop an overarching vision for an integrated, flexible, adaptive, and multi-purpose mesoscale meteorological observation network and in identifying specific steps to help develop a network that meets multiple national needs in a cost-effective manner. The study will characterize the current state of mesoscale atmostpheric obervations and purposes; compare the U.S. mesoscale atmospheric observing system to other observing system benchmarks; describe desirable attributes of an integrated national mesoscale capabilities so they meet multiple national needs; and recommend pratical steps to transform and modernize current, limited mesoscale meteorological observing capabilities to better meet the needs of a broad range of users and improve cost effectiveness. This procurement funds EPA's overall share of the study.
