Description: THIS IS A SOLICITATION NOTICE. In accordance with Office of Management and Budget Circular A-76 (Revised), Performance of Commercial Activities, May 29, 2003, the Defense Logistics Agency (DLA) will issue a RFP for the public-private competition of Warehousing and Material Distribution Services performed at the Defense Distribution Depot Richmond, Virginia (DDRV) on or about August 17, 2006. The projected closing date for this solicitation is December 15, 2006. The incumbent service providers affected by this public-private competition are approximately 115 Department of Defense government personnel positions [115 DoD civilians and no military], and four contracts for IT support, hazardous spill clean-up, refuse removal, and custodial services. A standard competition will be conducted in accordance with the revised circular. Prospective private sector and public reimbursable service providers are encouraged to respond to the solicitation. The acquisition will be unrestricted. The resultant contract, if any, will be awarded on an all-or-none basis as a hybrid fixed-price (indefinite delivery/indefinite quantity (IDIQ) contract with cost-reimbursement provisions. The contract performance period will be a two-year base period with the potential of three additional one-year option periods.
