- This is a combined synopsis/solicitation to provide histologic services for the NOAA/National Marine Fisheries Service's (NMFS) Office of Protected Resources, Center for Marine Animal Health program. These services are needed to increase productivity and efficiency of marine mammal pathology diagnostics. Between 700-1500 Marine Mammal tissue specimen samples will be submitted for diagnostic services to assist the National Marine Fisheries Service determine the cause of death and illness of marine mammals. These samples will be sent to the contractor for analysis. Histologic examination of organs and tissues from marine mammals is an important component of population health and surveillance. The processing of tissues is a multi-step process involving accessioning for record keeping, tissue preparation, creation of microscopic slides, reviewing slides, providing written reports, and disseminating results to the govern body (National Marine Fisheries Service) as well as other diagnostic services. Given the growing number of marine mammal strandings, unusual mortality events, and significant individual animal mortalities, the ability to process slides and increase the productivity of pathologists is paramount. The Period of Performance should not exceed twelve (12) months from Date of Award, and should not exceed 30 hours per week. The resulting purchase order shall be negotiated on a firm fixed price basis. The award shall be made on a best value basis using simplified acquisition procedures and commercial acquisition procedures. Quotes will be evaluated based upon their approach, past performance and price. While these factors are relatively equal, they are listed in order of importance. Payment will be made at th completion and acceptance of the work. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-11. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-l, Instructions to Offerors - Commercial, applies to this acquisition and there is no addenda to this provision; FAR 52.212-2, Evaluation - Commercial Items. The Government shall award a purchase order resulting from this solicitation to the responsible offeror conforming to the solicitation which will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) approach, (ii) past performance, (iii) price; FAR 52-212-3, Offeror Representations and Certifications - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition and there is no addenda to this provision; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website (www.ccr.gov). The Histopathology services shall provide the following: Enhanced productivity of the pathology diagnostic services in examination of cases by decreasing time between tissue accessioning and processing Increased quality control by having an assigned employee logging samples Sample storage and retrieval Sample distribution for additional diagnostics Accessioning of histologic samples and preparation of samples for histologic processing. Storage, organization and dissemination of stored tissue samples. Filing of reports, tissue blocks and slides Accessioninig and dissemination of tissues for further diagnostic testing. Entry of data and minimal data mining in Excel, Access and web-based database applications. Distribution of internal reports and compiled external reports concerning marine mammal mortalities to collaborating institutions and laboratories to ensure a complete and thorough examination of individual or multiple marine mammal mortalities. o These collaborating laboratories and institutions include bacteriology (Mystic Aquarium), Virology (Oklahoma animal Disease Diagnostic Laboratory, Cornell University), Pathology (Armed Forces Institute of Pathology, University of Florida), and Parasitology (North Carolina State University, University of California Davis). Potential assistance in stranding events may be required as well, as needed. These services will be acquired using simplified acquisition procedures, FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. All responsible sources may respond to this combined synopsis/solicitation with a quotation addressed to Robin Prather, NOAA Acquisition Division, 1305 East West Highway, Room 7146, Silver Spring MD 20910, to be received no later than 1:00 p.m., August 15, 2006. The Government reserves the right to make a single award, multiple awards, or no award as a result of this RFQ. It is the responsibility of the contractor to confirm NOAA's receipt of quote.
