Description
The Centers for Medicare and Medicaid Services (CMS) intends to award on a sole source basis, under the Simplified Acquisitions Procedures (Dollar Threshold of $100,000) a firm fixed price award to L-3 Communication Systems-East, One Federal Street, Camden, NJ 08103 for (13) Office STE & (13) Forteza Cards. Presidential Decision Directive 67 (PDD-67) requires all Federal agencies to establish a viable continuity of operations (COOP) capability to include designated alternative operating facilities, secure communications and secure FAX capabilities. National Communications Systems Directive 3-10 establishes policy, explains legal and regulatory basis, assigns responsibilities, and prescribes minimum requires for continuity communications capabilities with the Federal Executive Branch. Federal Preparedness Circular 65, June 15, 2004, Federal Emergency Management Agency (FEMA) provides guidance to Federal Executive Branch departments and agencies for use in developing COOP plans. Under the provisions of NCS Directive 3-10, Table 1, CMS is designate as a category 4 agency. To meet the minimum requirements to comply with NCS 3-10, CMS is required to maintain secure telephone service. L-3 Communications is the sole manufacturer of the Secure Telephone Equipment. STE is the only device available that can go secure with STU-III and will all new FNBDT secure equipment. All responsible sources must submit capability statements in consideration to the Agency at the above address.
