Description
The U.S Department of Homeland Security, National Acquisition Center, U.S. Customs and Border Protection (CBP) intends to negotiate a Sole Source, Firm-Fixed Price, Commercial contract with Foster and Freeman USA, Inc. in accordance with FAR Part 6.302. Multiple awards are not being sought. The following items to be procured provide a comprehensive system to identify fraudulent travel documents, to include passports: VSC 5000, Video Spectral Comparator, Leica Microscope MZ16, CV/5K/SC Camera, Scanner, and Printer. If your company has a system for fraudulent document detection that works within the following parameters, please contact the Contract Specialist identified below: Provides ?real-time? information that can be transmitted for interpretation with other Government agencies for use in comparing information on fraudulent documents; Will examine travel documents under high magnification and different types of light, including ultraviolet, infrared, high intensity and oblique light; Allows comparison of live document images to stored images by placing them side-by-side or superimposing them; and, Does not disturb or damage the travel document being examined. This Notice of Intent is not a request for competitive quotes. Any firm that believes it can meet the requirements of this Notice must provide written information to the Contracting Officer within ten calendar days from the date of publication. A firm submitting information should provide supporting evidence in sufficient detail to demonstrate the capability of the firm/product to provide a system as defined/described in this Notice. Information must be sent to the Contracting Officer at: U.S Department of Homeland Security National Acquisition Center U.S. Customs and Border Protection 6650 Telecom Drive, Suite 100 Indianapolis, IN 46278 Attention: John Callahan, Contract Specialist No telephone submission of information will be accepted. Responses received will be evaluated however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Government will proceed with the Sole Source contract.
