Description
This is a combined/synopsis solicitation IAW FAR Part 12.603. If you are interested in submitting a quote for this requirement, please submit no later than 8 Aug 2006 at 4:00 pm (EST) to the contact referenced below. This requirement is set-aside for small business only. The NAICS Code is 333314 and the Size Standard 500. This document incorporates provisions and clauses that are in effect through Federal Acquisition Circular Fac 2005-10, Effective 28 July 2006. The Government intends to award a contract for the following line items: CLIN 0001: QUANTITY: Twenty-five (25); UNIT OF ISSUE: Each(ea); DESCRIPTION: AN/PAQ-4C aiming systems used in conjunction with night vision goggles to engage targets at night. When zeroed to the weapon, this device provides an invisible continuous infrared beam along the weapon?s line of fire, designating the point of impact on the target. This high-performance aiming system includes the AN/PAQ-4C infrared laser aiming device, the Night Enforcer 6015 Tactical Monocular, and a variety of adaptors for the M16 and M4. Items to be delivered to New Boston Air Force Station, NH 03070. FOB: DESTINATION. Inspection and acceptance: DESTINATION. The following provisions and clauses apply to this procurement: FAR 52.207-4 FAR 52.212-1, Instructions to Offerors-Commercial, FAR 52-212-3 Offeror Representations and Certification-Commercial Items Representations and Certification must be completed in accordance with FAR 52.212-3, Offerors must also complete the Representations and Certifications identified in DFARS 252.212-7000 Note: Offerors are now required to provide representations and certifications electronically via the BPN website; to update the representations and certifications as necessary, but at least annually, to keep them current, accurate and complete. FAR 52.252-2, Clauses and provisions may be accessed in full text at www.farsite.hill.af.mil; Included are DFARS 252.212-7001 the following clauses apply: 252.225-7001; 252.232-7003; 252.247-7024; 252.225-7002 and 5352.201-9101 OMBUDSMAN (10 AUG 2005 5352.201-9101 OMBUDSMAN (10 AUG 2005) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMBC A-76 competition performance decisions). (d) The ombudsman has no authority to render a decision that binds the agency.
