- The Bureau of Land Management (BLM) has a requirement for the Englewood Stewardship Project, encompassing hazardous fuels management services in South Dakota to accomplish the following: The goal of the program is to effectively and efficiently manage the vegetative resources in the Exemption Area to reduce hazardous fuel loading on BLM land within the designated Wildland-Urban Interface (WUI) emphasis area. The project area is surrounded by the Black Hills National Forest. There are also private and State managed lands intermingled within the project area. The communities of Lead, Deadwood, and Central City are within the project area and these communities and their rural subdivisions are the main focus of hazardous fuel treatments being proposed for this WUI. Between 1978 and 1999, in the project area, federal agencies have responded to 25 fires that burned approximately 11 acres. In June of 2002, the Grizzly Gulch fire (11,589 acres) started on private land within the project area. The Grizzly Gulch fire affected portions of 4 WUI's being proposed for hazardous fuel reduction treatments as well as several homes. The South Dakota field office is undertaking hazardous fuels reduction treatments on forested lands managed by BLM in response to the urgent management need to reduce the hazardous forest fuel situation within the Exemption Area. Location: 2 miles South of the town of Lead SD. Note: All merchantable material to be removed will be purchased from the Government and paid for at the total offer values shown through either application of Conservation Credits earned or cash deposit. The contractor shall develop and submit a Treatment Plan and Schedule to accomplish the project objectives and organize and direct all of the equipment and personnel needed to fully accomplish the work. The Treatment Plan and Schedule will be agreed upon by both parties and incorporated into the contract. All changes to the Treatment Plan will be agreed to prior to the changes taking effect. The period of performance will begin on or about September 15, 2006 and continue for no more than 1 year. This requirement is 100% set aside for small businesses under NAICS 115310. This solicitation will be available on or about August 7, 2006. A site visit has been scheduled for August 16, 2006 at 8:30 A.M. Participants will meet at the Twin City Mall parking lot, 145 Glendale Dr., Lead, SD. Potential offerors are to provide their own transportation at no cost to the Government. The Government assumes no liability on behalf of offerors attending the site visit. Offerors intending to attend the site visit tour shall contact Dennis Bucher at (605) 892-7004 at least 48 hours before the scheduled site visit and advise him of the firm's name and number of persons that will attend. Potential offerors may obtain a copy of the solicitation at http://www.fbo.gov or http://ideasec.nbc.gov. No hard copies of the solicitation will be provided. Contractors must be registered at http://www.ccr.gov to be considered eligible for award. Proposals are due no later than August 30, 2006 at 2:00 P.M. Denver local time.
