Description
The USDA, ARS, LSO intends to solicit and negotiate with only one source Bruker Biospin Corp., 15 Fortune Dr., Manning Park, Billerica, MA 01821-3991 for a peak trapping accessory SPE for a LC-NMR system. The accessory must be able to detect and trap liquid chromatographic peaks by solid phase extraction (SPE) from Agilent 1100 LC/Bruker BMSO system associated with Bruker AVANCE 300WB NMR and serve as an interface between the LC and the NMR. The accessory must be able to remove LC protonated solvents from each LC peak and deposit them on an individual cartridge after LC column separation. Accessory must transfer individual LC peaks with small amount (~300 uL) of a suitable deuterated NMR solvent directly into the NMR LC probe with individual peak eluted with < 30 uL from the SPE cartridge. SPE must be equipped with two pumps to handle different deuterated solvents. Concentration of LC peaks should permit the possibility of two-dimensional NMR experiments. Operation of the SPE must be controllable by Hystar software that works with in conjunction with Agilent?s base Hystar system. This procurement will be made pursuant to FAR 6.302-1(2) (C)(ii). No telephone inquiries will be accepted. Interested parties should submit written responses including prices and technical data sufficient to determine capability to meet the entire requirement and must be received in this office within 10 calendar days after publication of this notice. The government anticipates award of a contract resulting from this solicitation to the responsive/responsible offeror whose offer conforms to the solicitation and is most price advantageous to the government. This acquisition is being conducted under the Federal Acquisition Streamlining Act, Simplified Acquisition Procedures. The anticipated award date is August 14, 2006. Payment: Any award made under this solicitation is subject to 31 CFR Part 208 that requires all payments made by the government to be made by electronic funds transfer. Vendors may meet this requirement by acceptance of government purchase card or providing a Vendor Express Number. If a company has not previously enrolled in the Vendor Express Program with USDA, they should call the National Finance Center at 1-800-421-0323 for an enrollment package. All offers must include with their quotation a completed copy of FAR 52.212-3 available at www.arnet.gov/far.
