- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This requirement is being procured using simplified acquisition procedures under the authority of FAR Parts 12 and 13. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-11. *** The associated North American Industrial Classification System (NAICS) code for this procurement is 339111 with a small business size standard of 500 employees. This requirement is unrestricted and all interested Contractors may submit a quotation.*** The following line items are BRAND NAME or EQUAL items. Brand name or equal description is intended to be descriptive, but not restrictive and is to indicate the quality and characteristics of products that will be considered satisfactory to meet the agency?s needs. The National Institute of Standards and Technology is seeking to purchase Two (2) Ortec GEM Coaxial P-type HPGe Gamma-Ray Detectors in user-exchangeable capsule (PopTop) Ortec Model # GEM30P4-Plus-S or EQUIVALENT; Quantity Two (2) Ortec Gamma Gauge Cryostats with 3 liter Dewars Ortec Model CFG-PG4-3 or EQUIVALENT-; and Quantity Two (2) Ortec Bayonet/Pressure Fill Adapters for 3 liter Dewar ? Ortec Model # B/PFA-3.0 or EQUIVALENT. All responsible Contractors shall provide a quote for the following: Line Item 0001: Quantity Two (2) Ortec GEM Coaxial P-type HPGe Gamma-Ray Detectors (PopTop) ? Ortec Model # GEM30P4-Plus-S or Equivalent with the following salient characteristics: 1) Must have Ultra-High-Rate Preamplifier (TRP); 2) Must have a useful energy range 40 keV to 10 MeV, Standard 2.75 inch endcap; 3) Relative Efficiency must be greater than or equal to 30 percent; 4) Energy Resolution FWHM at 122 keV must be less than 0.85 keV; 5) Energy Resolution FWHM at 1.33 MeV must be less than or equal to 1.80 keV; 6) Peak to Compton must be greater than or equal to 60:1; 7) Peak Shape, FW0.1M/FWHM must be less than or equal to 1.9; 8) Peak Shape, FW0.02M/FWHM must be less than or equal to 2.6. Line Item 0002:Quantity Two (2) Ortec Gamma Gauge Cryostats with 3 liter Dewar- Ortec Model # CFG-PG4-3 or EQUIVALENT and Line Item 0003: Quantity Two (2) Ortec Bayonet/Pressure Fill Adapters with 3 liter Dewar- Ortec Model # B/PFA-3.0 or EQUIVALENT with the following salient characteristics : 1) Exchangeable detector capsule of 70 mm (2.75 inch) diameter must be mounted on an all-attitude portable cryostat with 48 h holding time (3L dewar); 2) The detector-cryostat assembly must be operational in any orientation without spill of liquid nitrogen; 3) Must guarantee a hold time of 48 hours; 4) Maximum height must not exceed 240 mm with the axis of the detector capsule positioned at 118 plus or minus 3 mm above a horizontal support plane; 5) The length of the assembly without fill adapters must not exceed 600 mm. Option Line Item 0003: One Year Extended Warranty: Warranty shall be a return-to-factory warranty which shall include, at a minimum, all parts, labor, and shipping to and from NIST Gaithersburg . The system must include a one year warranty. The above option warranty is in addition to the required one year warranty. Delivery shall be completed not later than 75 Days after receipt of an order. Delivery terms shall be FOB Destination. FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver line item 0001 to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. Award shall be made to the lowest priced, technically acceptable quoter. The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor Meeting the Requirement, and 2) Price. Technical Evaluation: Evaluation of Technical Capability will be based on the information provided in the quotation. Quoters shall include the manufacturer or brand name, make and model of the products, manufacturer sales literature or other product literature which addresses all salient characteristics, and clearly documents that the offered product meets salient characteristics stated above and meets the needs of the Government in essentially the same manner as the brand name.
