Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number NFFK0-6-432 is issued as a request for quotation. The North American Industry Classification System Code (NAICS) is 561110. The Domestic Fisheries Division in the Office of Sustainable Fisheries requires a program support services to assist in division administration and in the preparation, routing and transmittal of regulatory packages. The contractor shall assist the regulatory clearance unit in distribution of regulatory packages to NOAA, DOC, and the Small Business Administration, as required by law and agency procedures. The Domestic Fisheries Division also has a large backlog of completed regulatory actions that need to be consolidated into appropriate records files. The contractor shall complete the following tasks: (1) Each week package and transmit Magnuson-Stevens Act packages (expected to average 5) to appropriate agencies according to the Clearance Unit Desk Manual; (2) Each week distribute NEPA documents according to the Clearance Unit Desk Manual; (3) Meet with Clearance Unit and other members of the Office of Sustainable Fisheries as necessary to provide recommendations for change to the Clearance Unit Desk Manual to improve accuracy and efficiency; (4) Compile official records of Magnuson-Stevens Act actions for subsequent transmittal to the originating region, expected to average one per week, plus transmittal of in season action records; (5) Assist staff in preparing official records for archiving; (6) Support Domestic Fisheries Division administrative needs such as supplies inventory and procurement, financial reporting, publication support, and meeting scheduling. Period of Performance: September 30, 2006 ? September 29, 2007 and the effort is budgeted based upon 1 Federal Time Equivalent (FTE). Quotes will be evaluated based upon approach, past performance, and price. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-11. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors ? Commercial, FAR 52.212-2, Evaluation ? Commercial Items. The Government shall award a purchase order resulting from this solicitation to the responsible quoter whose quote conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following evaluation factors while relatively equal are listed in order of importance: (i) approach, (ii) past performance, (iii) price; FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items, FAR 52.212-4, Contract Terms and Conditions ? Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov. All responsible sources that can meet the requirements and provide services listed above may respond to this combined synopsis/solicitation with a quote addressed to Gina E.
