- This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number NFFK0-6-436 is issued as a request for quotation. The North American Industry Classification System Code (NAICS) is 541611. NOAA?s National Marine Fisheries Service (NMFS) will convene a Marine Mammal Serious Injury Workshop from November 13-15, 2006 in Seattle, WA. The workshop will bring together NMFS staff, leading veterinarians, pathobiologists, and marine mammal scientists, and others, to share new data and information on serious injuries of marine mammals. The objectives of the workshop are to evaluate NMFS? existing process and guidelines for determining what constitutes a serious injury of marine mammals, identify data and information needs, and develop updated guidelines and/or policy for serious injury determinations. The Serious Injury Workshop will advance NMFS? ability to accurately evaluate serious injury of marine mammals through sharing new information on types and frequencies of injuries and the fate of seriously injured marine mammals. It will also allow relevant stakeholders to provide input on the issue. NMFS? is mandated under the Marine Mammal Protection Act to reduce serious injury of marine mammals during commercial fishing operations, and other activities that interact with marine mammals. Marine mammal/fisheries issues, including serious injury determinations and methods for making such determinations, are contentious. The workshop will be convened during a limited time period and, therefore, strict adherence to the agenda and timeline is necessary for the success of the workshop. To ensure the focus of the workshop is maintained and objectives achieved, experienced, professional facilitators are needed. The workshop will review current NMFS serious injury determination guidelines and processes, present new information on the pathobiology of injuries and known outcomes of certain injury types, identify information needs, and work towards developing updated guidelines for making serious injury determinations. Facilitation is needed to provide conflict resolution and mediation as necessary, ensure the participants remain focused on the issue or particular agenda items during the workshop, and ensure that workshop objectives are achieved. The contractor will provide support for the following tasks: (1) Review and finalize agenda and related supporting materials in consultation with NMFS staff and Steering Committee; (2) Work with Steering Committee to focus facilitation strategy; (3) Prepare workshop facilitated activities; (4) Conduct ongoing coordination with workshop organizers; (5) Conduct workshop facilitation; and (6) Develop final report(s) that summarizes workshop presentations, discussions, and key outcomes. Deliverables: The contractor will provide two facilitators, one senior facilitator and one associate facilitator, to assist in finalizing the workshop agenda and meeting preparation prior to November 1, 2006. The contractor will also facilitate the workshop on November 13-15, 2006, and develop final workshop report(s) by January 31, 2007. Quotes will be evaluated based upon approach, past performance, and price. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-11. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors ? Commercial, FAR 52.212-2, Evaluation ? Commercial Items. The Government shall award a purchase order resulting from this solicitation to the responsible quoter whose quote conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following evaluation factors while relatively equal are listed in order of importance: (i) approach, (ii) past performance, (iii) price; FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items, FAR 52.212-4, Contract Terms and Conditions ? Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov.
