Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR Parts 12 and 13, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number NFFK0-6-344 is issued as a request for quotation. The North American Industry Classification System Code (NAICS) is 813920. The U.S. Department of Commerce joined other federal agencies in signing the National Fish Habitat Action Plan (NFHAP) on April 24, 2006. The plan represents a major commitment by state and federal agencies to make their data available to all parties working to improve the health and productivity of our nation?s fish habitats. This effort, hailed by the NFHAP?s Data Working Group and Science Working Group as a top priority and strongly supported by DOC/NOAA, will establish communication among data managers, convene a national Database Summit on data, and yield products that will benefit NOAA directly. The contractor shall complete the following tasks: (1) Survey state agencies to identify the key data manager for fish habitat issues and complete a preliminary assessment of the status of their databases; (2) Work with Database Summit organizers to plan the Database Summit; (3) Identify specific opportunities at the Database Summit for NFHAP partners to use fish habitat data to meet specific objectives in the NMHAP strategic plan. Deliverables: Improve access to state and federal data holdings; create a NFHAP web page with links to state data bases and recommendations on regional or national implementation steps; create a model of state database structures and associated software to integrate state holdings into a national database. Complete a final report and implementation plan. Payment will be made at receipt and acceptance of the final report. These tasks will be completed within one year of contract award. The resulting purchase order shall be negotiated on a firm fixed basis. The award shall be made on a best value basis using simplified acquisition procedures and commercial acquisition procedures. Quotes will be evaluated based upon approach, past performance, and price. The solicitation document and incorporated clauses are those in effect through Federal Acquisition Circular Number 2005-11. The provisions and clauses may be downloaded at http://www.acqnet.gov/far. The following provisions and clauses shall apply to this solicitation: FAR 52.212-1, Instructions to Offerors ? Commercial, FAR 52.212-2, Evaluation ? Commercial Items. The Government shall award a purchase order resulting from this solicitation to the responsible quoter whose quote conforms to the solicitation and will be most advantageous to the Government, price and other factors considered. The following are the evaluation factors and are relatively equal are listed in order of importance: (i) approach, (ii) past performance, (iii) price. The following clauses will apply to the resultant purchase order: FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items, FAR 52.212-4, Contract Terms and Conditions ? Commercial Items, FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items. All interested contractors must be actively registered in the Central Contractor Registration (CCR) at the CCR website www.ccr.gov. All responsible sources that can meet the requirements and provide services listed above may respond to this combined synopsis/solicitation with a quote addressed to Gina E.
